ThisletteranditsattachmentconstituteanapplicationforamendmenttotheTechnicalSpecifications(T/S)fortheDonaldC.CookNuclearPlantUnitNo.1.ApprovaloftheproposedamendmentisrequestedtoaccommodatestartupofUnit1whichiscurrentlyscheduledforinitialcriticalityonAugust18,1985.TheseTechnicalSpecificationswillhavetobeinplaceat,leasttwodaysbeforethisdatesowecanproceedwithcertaintestspriortotheinitialcriticalityofCycle9.ThisletterproposeschangestoT/STable2.2.-1FunctionalUnit7,FunctionalUnit8,andFunctionalUnit12;NotesassociatedwithTable2.2-1;Table3.2-1,LimitsforReactorCoolantSystemTemperature(T);andTable3.3-3andassociatedfootnotes.avg'estinghouseElectricCorporationnotifiedusonMay2,1985thattheyhadfoundanerrorintheircalibrationallowanceforRTDsmanufacturedbyRdF.WehavebeeninformedthattheyalsonotifiedyouofthischangeintheirletterdatedMay6,1985.Asyouwereinformedinthat,letter,thecalibrationperformedbyRdFwasnotcompatiblewithWestinghouseinstrumentuncertaintyassumedintheanalysis.Westinghouseiscurrentlyevaluatingtheimpact,ifany,ofthecalibrationerrorontheUnit1safetyanalyses.Theproposedchangeswouldaccommodatetheuseofanyof16RdFResistanceTemperatureDevices(RTDs)inUnit1withthisnewerror.TwooftheRdFRTDsarealreadyinstalledinUnit1asspares.Theremaining,14RTDarebeinginstalledduringthecurrentrefuelingoutageasreplacementsforRosemountmanufacturedRTDs.AsindicatedbytheattachedproposedT/Spages,theRTDsareusedfortemperatureinputtoOvertemperatureAT,OverpowerAT,LossofFlow,DNBprotection,andTlow-lowEssentialSafetyFeatures(ESF)Actuation.avgContingentuponWestinghousecompletingtheaboveevaluation,wehaveidentifiedtheattachedT/SpagesthatwillbeaffectedbythechangeinRTDs.TheattachedT/Spageshavebeenmarkedwithbrackets,[],toidentifywherenumbersmaychangeasaresultoftheWestinghouseevaluation.ThenewnumbersandtheirjustificationwillbefoardedtotheNRCwhenreceivedfromWestinghouse.Pn6lI(Iyv85080b01bb850730oe<
'1~llIm4II Mr.HaroldR.DenAEP:NRC:0942AWithregardtothechangesotherthanthoseassociatedwithTable3.3-3webelievetheWestinghouseevaluationwillresultinchangestoaccommodatethenewinstrumentuncertainty,butwillnotchangetheresultsoftheanalysisitself.ThechangesassociatedwithTable3.3-3aretoallowthestartupofUnit1tocontinueduringthetimecalibrationdatafromtheRdFRTDsisbeingevaluated.Theproposedchangewilldelete,onlyatthebeginningofthecycle,therequirementthatthenarrowrangeTlow-lowESFactuationsignalbeoperationalabovetheP-12permissive.avaDuringthistime,theTsafetysignalsassociatedwithTable3.3-3willbeplacedinthetrippeicondition.Thiswillassurethattheassociatedsafetyfunctionswillbeaccomplishedifnecessary.Sincewearenotchangingtheresultsoftheanalysis,webelievethesechangeswillnotinvolveasignificanthazardsconsiderationasdefinedby10CFR50.92.Webelievethattheproposedchangewillnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountsofanyeffluentthatmaybereleasedoffsite,and(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.ShouldourreviewoftheresultsoftheWestinghouseevaluationsconcludeotherwise,wewillsonotifyyou.TheseproposedchangeswillbereviewedbythePlantNuclearSafetyReviewCommitteeandtheNuclearSafetyandDesignReviewCommitteeuponreceiptoftheresultsoftheWestinghouse'evaluation.Incompliancewiththerequirementsof10CFR50.91(b)(1),acopyofthisletteranditsattachmenthasbeentransmittedtoMr.R.C.CallenoftheMichiganPublicServiceCommissionandMr.G.BruchmannoftheMichiganDepartmentofPublicHealth.Pursuantto10CFR170.12(c),wehaveenclosedanapplicationfeeof$150.00fortheproposedamendments.'fiInordertoexpeditethisletterCorporate',reviewprocedureshavenotbeenfullycompleted.Uponcompletionofthoseprocedureswewillnotifyyouofanychangestothisapplicationthatarerequired.!Verytrulyyours,C.P.lexic',VicePresidet'Attachmentscc:JohnE.DolanW.G.Smith,Jr.-BridgmanG.BruchmannR.C.CallenG.CharnoffNRCResidentInspector-Bridgman r~h'
