ThisletteranditsattachmentsconstituteanapplicationforamendmenttotheT/SsfortheDonaldC.CookNuclearPlantUnitNos.1and2.Specifically,weareproposingachangetoT/S4'.5.3.1.b.TheproposedchangewouldallowtheicecondenserlowerinletdoorstobetestedinModes3or4aswellasModes5or6.Thischangewillallowustoavoidunnecessarythermalcyclingoftheplant.Inaddition,itcouldreduceoursurveillanceoutagebyapproximately2to5days.ThisparticularsurveillanceisnotrequiredforUnit2untilMay17,1987.However,wewouldliketobeabletodothissurveillanceinMode3intheupcomingoutageforUnit2,whichisscheduledtobeginonApril19,1987.Therefore,inordertoplanforthisoutage,werequestthatyouinformusoftheresultsofyourreviewonanexpeditedbasis.ThereasonsfortheproposedchangeandouranalysisconcerningsignificanthazardsconsiderationsarecontainedinAttachment1tothisletter.TheproposedrevisedTechnicalSpecificationpagesarecontainedinAttachment2.Webelievethattheproposedchangewillnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee(PNSRC)andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee(NSDRC)attheirnextregularlyscheduledmeeting.Incompliancewiththerequirementsof10CFR50.91(b)(1),copiesofthisletteranditsattachmentshavebeentransmittedtoMr.R.C.CallenoftheMichiganPublicServiceCommission"andMr.G.BruchmannoftheMichiganDepartmentofPublicHealth.8703030431870225PDRADQCK05000315PDR 0
AEP:NRC:0900C-2-Pursuantto10CFR170.12(c),wehaveenclosedanapplicationfeeof$150.00fortheproposedamendments.ThisdocumenthasbeenpreparedfollowingCorporateprocedureswhichincorporateareasonablesetofcontrolstoinsureitsaccuracyandcompletenesspriortosignaturebytheundersigned.Very,trulyyours,M..AllchViceFteeidect<g)'j>1cmAttachmentscc:JohnE.DolanW.G.Smith,Jr.-BridgmanG.BruchmannR.C.CallenG.CharnoffNRCResidentInspector-Bridgman ATTACHMENT1TOAEP:NRC:0900CREASONSAND10CFR50.92ANALYSISFORCHANGETOTHEDONALDC.COOKNUCLEARPLANTUNITNOS.1AND2TECHNICALSPECIFICATIONS Attachment1toAEP..C:0900CThepurposeofthischangeistopermittheicecondenserlowerinletdoor(ICLID)surveillancetobeperformedinModes3or4aswellasModes5or6.CurrentlywearerequiredtoenteratleastMode5whenperformingthissurveillance.Thischangewillallowustoavoidunnecessarythermalcycling'ftheplant.Sincecyclicstressesonsteamgeneratortubingduringstart-upsandshutdownsarebelievedtobeacontributingfactortotheintergranularstresscorrosionexperiencedtodateonUnit2,areductioninthermalcyclingmayhelptoensurecontinuedtubeintegrityinbothunits.HavingtheoptiontoperformthissurveillanceinModes3or4willalsoallowoperationalflexibilitythatcanshortenouricecondensersurveillanceoutages.WewouldliketotesttheICLIDsinMode3whenweperformthenexticecondensericebasketweighings.IfwecanperformthissurveillanceinMode3wecansaveapproximately2to5daysofoutagetime.Weproposetodeletethephrase"(Modes5and6)"fromT/S4.6.5.3.1.bforbothunits(page3/46-30Unit1andpage3/46-39Unit2).Thewords"(Modes5and6)"wereaddedtotheT/SinAmendment83forUnit1andAmendment64forUnit2.Thesewordswereaddedtoqualifytheterm"shutdown"andtomaketheT/SconsistentwiththeICLIDprocedurewhichadministrativelyrequiredthesurveillancetobedoneinModes5or6.InordertoperformtheICLIDSurveillanceinModes3or4,wemustentertheActionstatementforT/S3.6.5.3.TheActionstatementallowsus14daysofcontinuedoperationprovidedtheicebedtemperatureismonitoredatleastonceeveryfourhoursandtheicebedtemperatureis0maintainedbelow27F.Ifwefailtomeetthisrequirement,theActionallows48hoursbeforewearerequiredtobeginshutdownprocedures.TheICLIDtestinggenerallytakeslessthan16hours.Therefore,webelievethatthissurveillancecaneasilybeperformedwithintheActionconstraints.TheT/SrequirementtoperformtheICLIDprocedureonlyinModes5and6was,addedasanadministrativeclarification.Inaddition,Revision4totheWestinghouseStandardizedTechnicalSpecifications(NUREG-0452)doesnotincludearestrictionwhichwouldlimittheperformanceof'heinlet'doorsurveillancestoModes5and6.Therefore,webelievethattherevisiontothisrequirementisanadministrativechange,consistentwiththeprovisionsoftheStanda'rdT/Ss.WehaveevaluatedthedifferencesinperformingthissurveillanceinModes3or4ratherthaninModes5or6fromanALARAstandpoint.Currentplantproceduresensurethatradiationlevelsincontainmentareacceptablebeforepersonnelarepermittedtoenterthecontainmentbuildingtoperformsurveillances.Thereforewebelievethischangewillnotresultinasignificantincreaseinindividualorcumulativeoccupationalradiationexposure.Per10CFR50.92,aproposedamendmentwillnotinvolveasignificanthazardsconsiderationiftheproposedamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated, IIUl1l Attachment1toAEP::0900Cage2(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated,or(3)involveasignificantreductioninamarginofsafety.Criterion1ThischangerevisesanadministrativeclarificationwhichweproposedandwhichwasgrantedinAmendments83forUnit1and64forUnit2.Therevisionofthisclarificationisalsoanadministrativechange.Therefore,webelievethischangewillnotinvolveasignificantincreaseintheprobabilityorconsequencesofapreviouslyevaluatedaccident.Criterion2Thischangeispurelyadministrativeinnature.Theplantsystem,componentsandoperationwillnotbealteredbythischange.Therefore,webelievethischangewill,notcreatethepossibilityofanewordifferentkindofaccidentthanhaspreviouslybeenanalyzedorevaluated.Criterion3Sincethischangeisadministrativeinnature,itwillnotimpacttheabilityofplantsystemsandcomponentstoperformtheirsafetyfunction.Thereforewe,believethischangewillnotinvolveasignificantreductioninamarginofsafety.TheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14780)ofamendmentsconsiderednotlikelytoinvolveasignificanthazardsconsideration.ThefirstexampleisthatofapurelyadministrativechangetotheT/Ss:forexample,achangetoachieveconsistencythroughouttheT/Ss,correctionofanerror,orachangeinnomenclature.Webelievethatthechangerequestedinthisletterisofthetypespecifiedintheexample.Sincethischangeisadministrativeinnature,itdoesnotreduceamarginofsafety,doesnotincreasetheprobabilityorconsequencesofapreviouslyanalyzedaccident,anddoesnotintroducethepossibilityofanewaccident.Therefore,webelievethischangedoesnotinvolveasignificanthazardsconsiderationasdefinedin10CFR50.92.
