PursuanttodiscussionswithyourstaffonSeptemberll,1987,thepurposeofthisletteristorequestaone-timeinterpretationofUnit1TechnicalSpecification(T/S)3.5.2.e.TheinterpretationwouldallowanECCSsubsystemflowpathtobeconsideredoperablewithflowfromaresidualheatremoval(RHR)pumpalignedtodeliverflowtoonlytwoofthefourreactorcoolantsystemloops,providedthesafetyinjection(SI)systemisalignedsuchthateachSIpumpcandeliverflowtoallfourreactorcoolantsystemloops.BackroundT/S3.5.2statesthattwoemergencycorecoolingsystem(ECCS)subsystemsmustbeoperable;itdefinesanoperableECCSsubsystemasincludingoneoperableSIpump,oneoperableRHRpump,andassociatedflowpaths.ThisT/SallowstheoperatortoremoveoneECCSsubsystemforupto72hourswhileinModes1,2,or3whilemaintaininganoperableflowpathfortheopposingsubsystem.TheRHRandsafetyinjection(SI)pumpconfigurationattheD.C.CookPlantissuchthatanyonepumpcandeliverflowtoallfourreactorcoolantloops.Thisisaccomplishedbymeansofcross-tievalves.Withthecross-tievalvesclosed,eachpumpcanonlysupplyflowtotworeactorcoolantloops.Thecurrentsmall-breakandlarge-breakLOCAanalysesforD.C.CookUnit1assumethatthecross-tievalvesintheSIandRHRlinesareopen.Thisrequiresthatthecross-tievalvesbeopentosatisfytheoperableflowpathrequirementofT/S3.5.2.eforModes1,2,and3.I'109170'2'70'1>iPDRAQOCN,05000315P00((g+A[pi<'s~i)o 4~~

Dr.T.E.Murley-2-AEP:NRC:1024BInthepast,therewereinstanceswhereD.C.CookUnit1wasoperatedinModes1,2,or3withthecross-tievalvesclosed.Thevalveswereclosedtoallowmaintenanceworktobeperformedonvarioussystemcomponents.Becausethisoperationwasnotinagreementwiththeexistingsafetyanalyses,itwasthesubjectofanEnforcementConferenceheldatRegionIIIheadquartersonJanuary21,1987.SincesomemaintenanceworkcanonlybeperformedontheRHRorSIsystemsinModes1,2,or3withthecross-tievalvesclosed,wedecidedtopursuenewanalyseswhichwouldsupporttwo-loopinjection.ThenewanalysesweresubmittedinourlettersAEP:NRC:1024,datedMarch23,1987,andAEP:NRC:1024A,datedMay13,1987.TheanalysespresentedintheseletterssupportedclosingofeithertheSIsystemcross-tievalvesortheRHRsystemcross-tievalves,butnotboth.Thenewanalysesinvolvedlarge-breakLOCAevaluationsfortheRHRcross-tievalves,andsmall-breakLOCAevaluationsfortheSIcross-tievalves.IndiscussionswithyourstaffonJuly29,1987wewereinformedthatthestaffhadnoproblemswiththeRHR(large-break)analysesbuthadremainingquestionsontheSI(small-break)analyses.Adraftresponsetothestaff'squestionsontheSIevaluationhasbeenreceivedfromWestinghouseElectricCorporation,andiscurrentlyunderourreview.ThedraftindicatesthatthesmallbreakLOCAanalyseswesubmittedinourlettersAEP:NRC:1024andAEP:NRC:1024Aremainvalid,andthattheSIcross-tievalvesshouldbeallowedtobeclosed.ReasonForReuestOnSeptember11,1987,it.wasdeterminedthatavalveintheUnit1RHRsystemwouldneedtoberepaired.D.C.CookUnit1iscurrentlyreturningtooperationfollowingrefueling.RepairingthevalveinMode3(ratherthanMode4)willsaveapproximately36hoursofcriticalpathtimebutwillrequiretheRHRcross-tievalvestobeclosed.Webelievetheanalyseswehavepreviouslysubmittedsupportthisoperation(providedtheSIcross-tievalvesremainopen).AdditionallywenotethatsinceD.C.CookUnit1isreturningfromarefuelingoutage,decayheatinthecoreisminimalwhichfurthersupportsourconclusionthattheRHRcross-tievalvescansafelybeclosed.AlthoughwehavebeeninformallytoldthatthestaffhasnoproblemswiththeRHRanalysis,thenewanalysishasneverbeenformallyapprovedbytheNRC.Forthisreason,we,arerequestingaone-timeinterpretationofT/S3.5.2.esuchthatwemayoperatewiththeRHRcross-tievalvesclosedwhileinMode3incidenttotherequiredvalvemaintenance.Pursuanttotherequirementsof10CFR170.12(c),wehaveenclosedanapplicationfeeof$150.00fortheproposedinterpretation.
