Pursuantt:odiscussionswithyourstaff,wearesubmittingthisletterasachangetoourpreviousapplicationforamendmenttotheTechnicalSpecifications(T/Ss)fortheDonaldC.CookNuclearPlantUnits1and2withregardtodieselgeneratorfueloiltesting.Specifically,weareproposingtomodifythesurveillancerequirementsofT/S3/4.8.1.InourletterAEP:NRC:0896B,datedJanuary16,1987,wesubmittedproposedchangestoourdieselgeneratorT/Sswhichwereintendedtomaintainandimprovedieselgeneratorreliability.Duringasubsequentconversation,yourstaffrequestedthatwesubmitadditionalchangestoaddressdieselfueloilsurveillancerequirements.WeattemptedtoaddressNRCconcernswithregardtodieselfueloilsurveillancerequirements,withoutsuccess,bysubmittingproposedT/SsinAEP:NRC:0896F,datedJune25,1987andAEP:NRC:0896G,datedSeptember28,1987.WearenowproposingfueloilsurveillancerequirementssimilartothoseapprovedbytheNRCfortheMcGuireNuclearStation.Basedontheresultsofameetingbetweenmembersofyourstaffandours,onNovember9,1987,weunderstandthatthecontentsofthissubmittalareconsistentwithproposedT/Schangesthatwouldbeacceptable'otheCommission.ThemajordifferencesbetweentheproposedT/SsbeingsubmittedinthisletterandtheapprovedMcGuireT/Ssarethetankcleaningrequirements.Sinceemptyingthetankstocleanthemwouldrequirethatbothunitsbeshutdownatthesametime,analternativemethodofcleaninghasbeenproposedinwhichthefuel87120fOf5787ff25PDRADQCK05000315P.PDR 1'r~
Dr.T.E.Murley-2-AEP:NRC:0896Hoilisagitatedinthestoragetankwhileitisbeingpumpedfromthebottomofthetankthroughafilterandbackintotheoppositeendofthetank.Thismethodallowstherequiredamountoffueloiltobemaintainedinthestoragetank,therebyallowingthedieselgeneratorstoremainoperableduringthecleaningoperation.Wehavenotyetdevelopedcriteriafordeterminingwhatconstitutesacleantank.Thesecriteriawillbedevelopedafterthedesignofthecleaningsystemisfinalized.Atthattime,wewillproposethesecriteriaalongwithascheduleforcleaningthetanks.Inaddition,sincethetankswillnotbeemptyduringthecleaning,andNFPAstandardsdonotallowpressuretestingatankwhichcontainsflammableliquid,weareproposingaleakdetectiontestasanalternativetothepressuretestapprovedforMcGuire.Attachment3containsflowdiagramsshowingthedieselfueloiltanksandadescriptionofwhyemptyingthetankstocleanthemwouldrequireadualunitshutdown.CurrentlywearenotproposedinthisT/Sproposedchangesnot,afterthereceiptofinapositiontoperformallthetestssubmittal.WethereforerequestthattheberequireduntilMarch1,1988or90daystheT/Samendment,whicheverislater.AdetaileddescriptionoftheproposedchangesandouranalysisofsignificanthazardsconsiderationsisincludedinAttachment1.TheproposedrevisedT/SpagesareincludedinAttachment2andareintendedtosupersedethecorrespondingT/SpagessubmittedwithAEP:NRC:0896B,AEP:NRC:0896F,andAEP:NRC:0896G.Specifically,pages3/48-3,3/48-4,3/48-5,3/48-5a,B3/4.8-1,andB3/48-2areintendedtoreplacepages3/48-3,3/48-4,3/48-5,B3/48-1,andB3/48-2intheearliersubmittals.Webelievethattheproposedchangewillnotresultin(1)asignificantchangeinthetypesofeffluentsorasignificantincreaseintheamountsofanyeffluentthatmaybereleasedoffsite,or(2)asignificantincreaseinindividualorcumulativeoccupationalradiationexposure.TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee(PNSRC)andtheNuclearSafetyandDesignReviewCommittee(NSDRC).Incompliancewiththerequirementsof10CFR50.91(b)(1),copiesofthisletteranditsattachmentshavebeentransmittedtoMr.R.C.CallenoftheMichiganPublicServiceCommissionandMr.G.BruchmannoftheMichiganDepartmentofPublicHealth.

Attachment1toAEP:NRC:0896HPage28.WehaveincludedtheoptionofanalyzingforsulfurcontentinaccordancewithASTMD2622-82.9.WehaverevisedtheBasestoreflectchangesmadetothesurveillancerequirements.ThefollowingisacomparisonbetweentherequirementsproposedinthissubmittalwiththerequirementsinourcurrentlyapprovedT/Ss,theT/SssubmittedinAEP:NRC:0896F,andtheNRC-approvedMcGuireT/Ss.OurcurrentT/Ssincludeonlyrequirementstoperformviscositywaterandsedimenttestsonastoragetanksampleonceevery31Unit1andonceevery92daysforUnit2.TheproposedT/Ssinsubmittalcontainmanyrequirementsnotincludedinthecurrenthowever,noneofthesecurrentrequirementsareincludedintheT/Ssofthissubmittal.anddaysforthisT/Ss;proposedThedifferencesbetweentheproposedT/SsofthissubmittalandthoseinAEP:NRC:0896FaredescribedaboveinItems1-9.ThedifferencesbetweentheproposedT/SsofthissubmittalandtheMcGuireT/Ssareasfollows:1.APIGravitTestOurproposedT/SsgiveatolerancefortheAPIgravityofbetween30and40degrees,whiletheMcGuireT/Ssgiveatoleranceofbetween27and39degrees.ThedieselenginesatMcGuireandD.C.Cookweremadebydifferentmanufacturers.The30to40degreerangeproposedinourT/Sisconsistentwiththerangesuggestedbythemanufacturer(Worthington)ofourdieselengines.Thisdifferenceisalsoreflectedintheabsolutespecificgravitynumbers.2.TankCleaninThetankcleaningprocesshasbeenmodifiedfromthatproposedbyMcGuirebecauseemptyingthestoragetankswouldrequireshuttingdownbothunits.Wehaveproposedanagitation-filteringmethodofcleaningwhichinprincipalappearstobeacceptabletoNRCstaff.Designofthecleaningsystemhasyettobefinalized.Wewillsubmitthedetailsofourfinaldesignalongwithacceptancecriteriaandascheduleforcleaningthetanksoncethefinaldesignhasbeendeveloped.Atthattime,wewillseekfinalNRCapprovalofourcleaningmethod.Wehavealsoproposedan Attachment1toAEP:NRC:0896HPage3alternativetothepressuretestdonebyMcGuire~NFPA-329doesnotallowpressuretestingatankcontainingflammableliquid.Wehavethereforeproposedaprecisionleakdetectiontesttoserveasanalternative.3.BasesDifferencesWehaveincludedaBasessectionwhichspecifiestheactionstobetakenifanyofthefueloilpropertiesarefoundtobeoutsideallowablelimits.AnalsisofSinificantHazardsPer10CFR50.92,aproposedamendmentwillinvolvenosignificanthazardsconsiderationsiftheamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed,(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated,or(3)involveasignificantreductioninamarginofsafety.Ourevaluationoftheproposedchangewithrespecttothesecriteriaisprovidedbelow.Criterion1TheNRCstaffhasindicatedthatitwouldbeacceptableifweproposedsurveillancerequirementsforthedieselfueloilsurveillanceswhichwereconsistentwiththeapprovedMcGuireT/Ss.WeareproposingrequirementswhicharesimilartotheMcGuireT/SsexceptfortheAPIgravityrequirementandthetankcleaningrequirement.WehavemodifiedtheAPIgravityrequirementtoincorporateourdieselenginemanufacturer'srecommendation.Wehaveproposedanalternativetothetankcleaningwhich,inprinciple,appearstobeacceptabletoyourstaff.Ourproposedaction,tobringtheout-of-specfueloilpropertybacktowithinspecificationassoonaspossibleratherthandeclarethedieselgeneratorsinoperable,shouldnotsignificantlyimpacttheabilityofthedieselgeneratorstooperateproperlyduringtheshortterm.Wethereforebelievethatthischangewillnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed.Criterion2Therequestedchangewillnotresultinachangeinplantconfigurationoroperation.Therefore,thischangewillnotcreatethepossibilityofanewordifferentaccidentfromanyaccidentpreviouslyanalyzedorevaluated.
Attachment1toAEP:NRC:0896HPage4Criterion3WebelievethattherequestedchangewillnotresultinasignificantreductioninthemarginofsafetyforthereasonsgiveninCriteria1above.Lastly,wenotethattheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14870)ofamendmentsnotlikelytoinvolvesignificanthazardsconsideration.Thesixthoftheseexamplesreferstochangeswhichmayresultinsomeincreaseintheprobabilityofoccurrenceorconsequencesofapreviouslyanalyzedaccident,buttheresultsofwhichareclearlywithinlimitsestablishedasacceptable.Webelievethatthischangeisclearlywithinacceptablelimits,sincesimilarchangeshavebeenapprovedforMcGuireandmembersoftheNRCstaffhaveinformedusthattherequirementsapprovedforMcGuirewouldbeacceptablefortheDonaldC.CookNuclearPlant.Basedontheabove,webelievethatthischangedoesnotinvolveasignificanthazardsconsiderationasdefinedin10CFR50.92.2.EditorialChaneInAEP:NRC:0896F,weinsertedanadditionalsurveillancesection;therefore,whatwasoriginallySection4.8.1.1.2.dbecameSection4.8.1.1.2.e.ThiswasnotaccountedforinSection4.8.l.l.e.7.WearethereforeproposingthatthephraseinSection4.8.1.1.e.7becorrectedtoreflectthechangefromSectiondtoSectione.AnalsisofSinificantHazardsforEditorialChanePer10CFR50.92,aproposedamendmentwillinvolvenosignificanthazardsconsiderationsiftheamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed,(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated,or(3)involveasignificantreductioninamarginofsafety.Ourevaluationoftheproposedchangewithrespecttothesecriteriaisprovidedbelow.Criterion1TheseproposedchangeispurelyadministrativeinnatureandisintendedtocorrectanerrorinourearlierT/Schangerequestsubmittal.Therefore,webelievethischangedoesnotinvolveasignificant Attachment1toAEP:NRC:0896HPage5increaseintheprobabilityorconsequencesofapreviouslyanalyzedaccident.Criterion2Sincetheproposedchangeisadministrativeandintroducenonewoperatingconditionsorplantconfigurations,webelievethatthischangewillnotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyanalyzedorevaluated.Criterion3ForthereasonscitedinCriterion1above,webelievethattheproposedchangewillnotresultinasignificantreductioninamarginofsafety.Lastly,wenotethattheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamplesofamendmentsnotlikelytoinvolvesignificanthazardsconsiderations.ThefirstexampleisthatofapurelyadministrativechangetotheT/Ss:forexample,achangetoachieveconsistencythroughouttheT/Ss,correctionofanerror,orchangeinnomenclature.Webelievethatthechangerequestedaboveisofthetypespecifiedinthisexample,sinceitisintendedtocorrectanerrorinanearlierT/Schangerequestsubmittal.Therefore,webelievethischangewillinvolvenosignificanthazardsconsiderationsaredefinedin10CFR50.92.3.AdditionalChaneThefootnoteonpage3/48-3proposedinAEP:NRC:0896BdiffersbetweenUnits1and2.WeintendedtoproposetheUnit1footnoteforbothUnits1and2;however,duetoanerror,aportionofthefootnotewasomittedontheproposedUnit2page.WearenowproposingthatthefootnoteintheUnit2T/SsbechangedtoagreewiththeUnit1footnote.OurjustificationfortheUnit2changeisthesameasthatproposedforUnit1inAEP:NRC:0896B(i.e.,webelievecompensatorystartswereintendedtobeincludedinthereductionoffaststarts,andthereforethischangeismerelyaneditorialchangeforclarity.AnalsisofSinificantHazardsforAdditionalChanePer10CFR50.92,aproposedamendmentwillinvolvenosignificanthazardsconsiderationsiftheamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyanalyzed,(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyanalyzedorevaluated,or Attachment1toAEP:NRC:0896HPage6(3)involveasignificantreductioninamarginofsafety.Ourevaluationoftheproposedchangewithrespecttothesecriteriaisprovidedbelow.Criterion1Asstatedabove,webelievethischangeisaneditorialchange;therefore,webelievethischangewillnotinvolveasignificantincreaseintheprobabilityorconsequencesofapreviouslyanalyzedaccident.Criterion2Sincetheproposedchangeisadministrativeandintroducenonewoperatingconditionsorplantconfigurations,webelievethatthischangewillnotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyanalyzedorevaluated.Criterion3ForthereasonscitedinCriterion1above,webelievethattheproposedchangewillnotresultinasignificantreductioninamarginofsafety.Lastly,wenotethattheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamplesofamendmentsnotlikelytoinvolvesignificanthazardsconsiderations.ThefirstexampleisthatofapurelyadministrativechangetotheT/Ss:forexample,achangetoachieveconsistencythroughouttheT/Ss,correctionofanerror,orchangeinnomenclature.Webelievethatthechangerequestedaboveisofthetypespecifiedinthisexample,sinceitisaneditorialchangeintendedtoachieveconsistencybetweentheUnit1and2T/Ss.Therefore,webelievethatthischangewillinvolvenosignificanthazardsconsiderationsasdefinedin10CFR50.92.
