ByletterdatedAugust15,1980,allWestinghousePressurizedWaterReactorLicenseeswere-notifiedbyyourofficethatWestinghouseStandardTechnicalSpecificationsandBaseshadbeenmodifiedtorequireatleast23feetofwateroverthetopofthereactorpressurevesselflangeduringmovementoffuelassembliesorcontrolrods.Licenseeswererequestedtoadvisewhatmeasures,ifany,wererequiredtomeetthismodifiedrequirementandtoprovideassurancethatexposureoffuelassem-bliesandcontrolrodscannotoccurduringtransferwhiletheplantisinMode6.PleasebeadvisedthatUnitsNo.1and2oftheDonaldC.CookNuclearPlantareincompliancewiththeaboverequirementsduringtheperformanceofactualrefuelingoperations;however,basedontheprecisewordingofyourletter,wedonotmeettheconditionof"atleast23feetofwater"whileperformingtheinitialunlatchingofcontrolrods,norwhenperformingthefinallatching,whichisfollowedbyadragtestonreassembledcontrolrods.Forreasonsofoperatingefficiencyandenhancedpersonnelsafety,theunlatchingandlatchingstepsarecarriedoutfromaplatformwhoseelevationonlyallowsapproximately16feetofwatercoveroverthereactorpressurevesselflange;theinitialfillingandthefinaldrainingoftherefuelingpitareinterruptedfortheseoperations.Thecontrolroddragtestinvolvessomemovement(uptoabout36inches)ofthecontrolrods;asmallermovementoccursinconnectionwithlatchingandunlatching.Duringunlatching,latchinganddragtesting,whichamounttoatotaltimeofapproxiIIIately10hours,thereisstillaminimumof23feetof,wateroverthefuel.no/5,ji80X0080gq7 Itshouldbenotedthatduringtheseoperations,theupperin-ternalsareinplaceandthat,"transfer"offuelassembliesorcontrolrodsdoesnotoccur.Thereforewemeet'heintentofyourletter"topreventinadvertentexposureofafuelassemblyduringtransfer."ForcompletenesswewillformallysubmitTechnicalSpecification*revisionsto3.4.9.10commensuratewithouroperatingpracticeinthenearfuture.Verytrulyyours,cc:attachedR.S.HunterVicePresident CC'.CharnoffR.C.CallenD.V.Shaller-BridgmanJohnE.DolanR.W.JurgensenNRCRegionIIIResidentInspectoratCookPlant-Bridgman IIi~)
