ThepurposeofthisletteristoadviseyouofourupdatingofcomputersystemsinCookNuclearPlant,andtheeffectsthechangeswillhaveonthe'ssociateddisplays.Asaresultoftherequirementtoimplementanemergencyresponsedatasystem(ERDS),anevaluationwasmadeof-thetechnicalsupportcenter(TSC)computersystemthatisusedattheCookNuclearPlanttoprovideprocessdataforemergencyresponse.Itwasdetermined,thatitwasnotfeasibletomodifytheTSCcomputersystemtoperformtheERDSfunction.Therefore,arecentlyreplacedplantprocesscomputer(PPC)systemwasutilizedtoperformtheERDSfunction.TheERDSfunctionwassuccessfullyimplementedonthePPCsystembyFebruary13,1993tomeettherequirementsof10CFR50AppendixESectionVI.DuringtheevaluationoftheTSCcomputersystem,itwasconcludedthatthePPCsystemshouldbeusedtoprovideprocessdataforemergencyresponse,includingthesafetyparameterdisplaysystem(SPDS).Asaresult,duringthe1994refuelingoutagesonCookNuclearPlantUnits1and2,theUnit1andUnit2TSCcomputersystemswillberemovedfromserviceandtheSPDSfunctionwillbeintegratedontotheUnit1andUnit2PPCsystems.Inordertoaccomplishthistransition,theSPDSfunctionwillnotbeavailableduringeachUnit's1994refuelingoutage.TheSPDSwillbeimprovedbecauseofitsintegrationintothePPCsystem.IntegratingtheSPDSontothePPCsystemwilleliminatetheneedtousethreeseparateterminals,(EberlineRMSandtwoTSCcomputerterminals)todeterminethestatusofSPDS,aswaspyignisc'@cdpox'APa'F~iPDRADOCK050005i940509027bRPDR Dr.T.E.Murley2AEP:NRC:0773AOrequiredwiththeTSCcomputersystem.TheSPDSwillcontinuously,monitortherequiredsafetyfunctions.Thestatusofeachsafetyfunctionwillbedeterminedusingstatustrees.IndicationofthestatusofeachsafetyfunctionwillbedisplayedoneverydisplayofthePPCsysteminanSPDSstatusarea.TheSPDSstatusareawillhavealetterrepresentingeachsafetyfunctionwiththebackgroundofeachlettercolorcodedtoindicatethestatusofthesafetyfunction.WhentheSPDSstatusareaistouchedorselected,themainSPDSmenuwillappear.Fromthismenuanysafetyfunctionstatustreecanbeaccessedforevaluation.Associatedwitheachstatustreeis'groupandtrenddisplay.Thegroupdisplayprovidesatabularlistofthedatainputsusedtodeterminethestatusofthesafetyfunctionstatustree.Thetrenddisplayprovidesagraphicaltrendofselecteddatafromthegroupdisplay.TheERDSfunctionwillnotbeavailableduringeachUnit'srefuelingoutageinordertoimplementthistransition.ThefunctionalityofERDSwillnotbemodifiedasaresultofthesechanges'owever,theERDSdatapointlibrarywillbeaffected.Underseparatecorrespondencethedetailsofthischangewillbeprovidedtoyourstaff.Mystaffisatyourdisposaltorespondtoanyquestionsconcerningthistransitionofequipment.Sincerely,gA~~,~i~E.E.Fitzpatrick~VicePresidentdrcc:A.A.BlindG.CharnoffJ.R.JolicoeurJ.B.Martin-RegionIIINFEMSectionChiefNRCResidentInspectorJ~R.Padgett Dr.T.E.Murley3AEPNRC:0773AObc:S.J.BrewerJ.B.Hickman,NRC-Washington,D.C.M.L.Horvath-BridgmanD.H.Malin/K.J.TothJ.B.ShinnockS.H.SteinhartAEP:NRC:0773ADDC-N-6015.1
