ThisletterisinresponsetoaletterdatedJune,21,1984fromDennisM.Crutchfield<USNRCTwhichtransmittedaSafetyEvaluationregardingtheGenericIssueonContainmc~ntPurgeand<VentOperation.Theletterrequestedthatweproosea'ZdchnicalSpecificationrequiringleaktestingofthecontainmentpurge/ventvalvesatintervalsnottoexceedsixmonthsor~toproposeanalternative.Asdiscussedbelow>wedonotbelievethatanyadditionalTechnicalSpecificationsarene~essaryatthistime.\Leaktestdataforthecontainmeng,purgevalvesforthelast21/2yearswerereviewedtodetermine"causesforanypreviousexcessiveleakageandtopredict'lone]-termperformanceof'heepurgevalves.IthasbeenconcludeI'hattheonlyoccurrencesofxcessiveleakagewereafterthevaveshadbeenopenedforpurgingfollowingreadtorwhutdggnndcooldowntocoldshutdown.Ithasbeenpostulatedthatleakagwas,'dueto'thecool4owqofthecontainmentatmosphereasaresu'ltofpreparationsfortheannua'1refuelingoutage.Ontheotherhanioncethy.purgevalveswereclosedpriortostartupfromtheoutage<'hetestdatademonstratethatsuccessfuloperationwithaccepblyp/owleakageismain-tainedthroughouttheannualoperatingcyclewithnorepairsoradjustmentsbeingnecessary.Forexampezfollowingstartupin1982,acceptableresultswereobtainedntestingperformedonselectedvalvesinAugustandOctober,982andinJanuary1983.Followingclosureofthevalveswithacceptableleaktightnesspriortostartupfromthe1983outage>testingwasnextperformedinApril1984~thusdemonstratingtheqacceptableperformancethroughoutthatoperatingcycle.Thus~thereisnoevidencethattheGinnapurgevalveswillnotmeetthleakagerequirementsthroughouttheannualoperatingcycle.(PDRADOCKo84i030<<ii0SOirOp05000g4yPDR Ct~Eh'II,F*%V~~aawt<~4Ok'Yp)Pl~pfs~'HL ROCHESTERGASANDELECTRICCORP.oATEOctober30<1984TOMr.JohnZwolinskiSHEETNO.AnadditionalfactorwhichsupportsourconclusiontonotsubmitaproposedTechnicalSpecificationatthistimerelatestoourcurrentplansforupgradingthecontainmentpurge/ventsystem.Sinceouroriginalsubmittals<inwhichweanticipatedareplace-mentwithupgradedandqualifiedpurgevalves<wehaveconcludedthataminipurgesystem<employing6"valves>wouldprovideamorecosteffectiveapproach.Wehavealsotentativelydecidedtoreplacethepurgesupplyandexhaustvalveswhichareinsidecontainmentwithblankflanges.Sinceitisourintentiontoprovidetheseflangeswithadoubleseal>itwouldnolongerbenecessarytorelyontheoutervalvesforcontainmentisolation.Duringcoldorrefuelingshutdown>theflangescouldberemovedandtheoutervalveswouldberelieduponforrefuelingintegrity.Wecurrentlyexpecttocompletethedesigninordertosupportmodificationsduringthe1986refuelingoutage.TheproposedchangeinthecurrentpurgeconfigurationwouldinvolveachangeinTechnicalSpecificationTable3.6-1.Consistentwithotherpenetrations<weanticipateproposinganannualtestcyclefortheminipurgepenetrationsandtheflangedoubleseals.Insummary<basedonpreviousoperatingexperienceandbasedonthefactthattheexistingpurgevalveswillnotserveascontainmentisolationvalvesfollowingtheSpring1985outage>priortowhichonlyonetestwouldbeperformedasaresultoftherequestedTechnicalSpecification>wedonotbelievethataproposedTechnicalSpecificationisnecessaryatthistime.Verytrulyyours<A'J~RogerW.Kober hyNW'Ikkl'r
