1.0INTRODUCTION
ThisAnnualRadioactiveEffluentReleaseReportisfortheRochesterGasandElectricCorporationR.E.GinnaNuclearPowerPlantandissubmittedinaccordancewiththerequirementsofTechnicalSpecificationSection5.6.3.ThereportcoverstheperiodfromJanuary1,1998throughDecember31,1998.ThisreportincludesasummaryofthequantitiesofradioactivegaseousandliquideffluentsandsolidwastereleasedfromtheplantpresentedintheformatoutlinedinAppendixBofRegulatoryGuide1.21,Revision1,June1974.1AllgaseousandliquideffluentsdischargedduringthisreportingperiodwereincompliancewiththelimitsoftheR.E.GinnaTechnicalSpecificationsasdefinedintheOffsiteDoseCalculationManual(ODCM).2.02.1SUPPLEMENTALINFORMATIONReulatoLimitsTheODCMlimitsapplicabletothereleaseofradioactivematerialin'liquidandgaseouseffluentsare:2.1.1FissionandActivationGasesTheinstantaneousdoserate,ascalculatedintheODCM,duetonoblegasesreleasedingaseouseffluentsfromthesiteshallbelimitedtoareleaseratewhichwouldyield<<500mrem/yrtothetotalbodyand<<3000mrem/yrtotheskinifallowedtocontinueforafullyear.Theairdose,ascalculatedintheODCM,duetonoblegasesreleasedingaseouseffluentsfromthesiteshallbelimitedtothefollowing:(I)Duringanycalendarquarterto<<5mradforgammaradiationandto<<10mradforbetaradiation.(ii)Duringanycalendaryearto<<10mradforgammaradiationandto<<20mradforbetaradiation.2.1.2RadioiodineTritiumandParticulatesTheinstantaneousdoserate,ascalculatedintheODCM,duetoradioactivematerialsreleasedingaseouseffluentsfromthesiteasradioiodines,radioactivematerialsinparticulateform,andradionuclidesotherthannoblegaseswithhalf-livesgreaterthan8daysshallbelimitedtoareleaseratewhichwouldyield<<1500mrem/yrtoanyorganifallowedtocontinueforafullyear.
Thedosetoanindividual,ascalculatedintheODCM,fromradioiodine,radioactivematerialsinparticulateformandradionuclidesotherthannoblegaseswithhalf-livesgreaterthaneightdaysreleasedwithgaseouseffluentsfromthesiteshallbelimitedtothefollowing:(i)Duringanycalendarquarterto<7.5mremtoanyorgan.(ii)Duringanycalendaryearto<15mremtoanyorgan.2.1.3LiuidEffluentsThereleaseofradioactiveliquideffluentsshallbesuchthattheconcentrationinthecirculatingwaterdischargedoesnotexceedthelimitsspecifiedinaccordancewithAppendixB,TableII,Column2andnotestheretoof10CFR20.For"dissolvedorentrainednoblegasesthetotalactivityduetodissolvedorentrainednoblegasesshallnotexceed2E-4pCi/ml.ThedoseordosecommitmenttoanindividualascalculatedintheODCMfromradioactivematerialsinliquideffluentsreleasedtounrestrictedareasshallbelimited:(i)Duringanycalendarquarterto<1.5mremtothetotalbodyandto<5mremtoanyorgan,and(ii)Duringanycalendaryearto<3mrerritothetotalbodyandto<10mremtoanyorgan.2.2MaximumPermissibleConcentrationsMPC2.2.1Forgaseouseffluents,maximumpermissibleconcentrationsarenotdirectlyusedinreleaseratecalculationssincetheapplicablelimitsarestatedintermsofdoserateattheunrestrictedareaboundary.2.2.2Forliquideffluerits,tentimes'theeffluentconcentrationvaluesspecifiedin10CFR20,AppendixB,TableII,column2,areusedtocalculatereleaserates.andpermissibleconcentrationsattheunrestrictedareaboundaryaspermittedbyTechnicalSpecification5.5.4.b.Avalueof2E-04pCi/mlisusedastheMPCfordissolvedandentrainednoblegasesinliquideffluents.
2.3ReleaseRateLimitsThereleaseratelimitsforfissionandactivationgasesfromtheR.E.Ginnaplantarenotbasedontheaverageenergyoftheradionuclidemixtureingaseouseffluents;therefore,thisvalueisnotapplicable.However,theaverage1998beta/gammaenergyoftheradionuclidemixturewas0.250Mev.2.4MeasurementsandAroximationsofTotalRadioactivitGammaspectroscopywastheprimaryanalysismethodusedtodeterminetheradionuclidecompositionandconcentrationofgaseousandliquideffluents.CompositesampleswereanalyzedforSr-89,Sr-90andFe-55byacontractlab-oratory.Tritiumandalphaanalysiswereperformedusingliquidscintillationandgasflowproportionalcountingrespectively.Thetotalradioactivityineffluentreleaseswasdeterminedfromthemeasuredconcentrationofeachradionuclidepresentandthetotalvolumeofeffluentsreleased.2.5-BatchReleases2.5.1Liquid1.Numberofbatchreleases:1.82E+022.Totaltimeperiodforbatchreleases:3.Maximumtimeperiodforabatchrelease:4.Averagetimeperiodforbatchreleases:5.Minimumtimeperiodforabatchrelease:6.Averageblowdown(LPM)duringperiodsofeNuentreleaseintothedischargecanal.4.01E+04min7.80E+02min2.20E+02min3.0E+00minNone2.5.2Gaseous1.Numberofbatchreleases:2.Totaltimeperiodforbatchreleases:3.Maximumtimeperiodforabatchrelease:4.Averagetimeperiodforbatchreleases:5.Minimumtimeperiodforabatchrelease:2.0E+014.48E+03min4.53E+02min2.24E+02min1.22E+01min
2.6AbnormalReleasesTherewerenoabnormalreleasesin1998.3.0SUMMARYOFGASEOUSRADIOACTIVEEFFLUENTSThequantitiesofradioactivematerialreleasedingaseouseffluentsaresummarizedintables1Aand1B.PlantventandContainmentVentreleasesaremodeledasmixedmodeandAirEjectorismodeledasgroundlevelrelease.4.0SUMMARYOFLIQUIDRADIOACTIVEEFFLUENTSThequantitiesofradioactivematerialreleasedinliquideffluentsaresummarizedintables2Aand2B.5.0SOLIDWASTEThequantitiesofradioactivematerialreleasedinshipmentsofsolidwastetransportedfromthesiteduringthereportingperiodaresummarizedintable3.Principalnuclidesweredeterminedbygammaspectroscopyandnon-gammaemitterswerecalculatedfromscalingfactorsdeterminedbyanindependentlaboratoryfromrepresentativesamplesofthatwastetype.ThemajorityofDryActiveWasteisprocessedutilizinganoff-siteprocessorwhoreducesthevolumeandthensendsthewasteforburial.6.0LOWERLIMITOFDETECTIONTherewerenoinstanceswheretheLowerLimitofDetection(LLD)wasnotmet.
7.0RADIOLOGICALIMPACTAnassessmentofdosestothemaximallyexposedindividualfromgaseousand,liquideffluentswasperformedforlocationsrepresentingthemaximumdose.Inallcases,doseswerewellbelowTechnicalSpecificationlimitsasdefinedintheODCM.Doseswereassessedbaseduponactualmeteorologicalconditionsconsideringthenoblegasexposure,inhalation,groundplaneandingestionpathways.Theingestionpathwaysconsideredwerethefruit,vegetable,fish,drinkingwater,goat'smilk,cow'smilkandmeatpathway.TheresultsofthisassessmentarepresentedinTables4Aand4B.8.0METEOROLOGICALDATATheannualsummaryofhourlymeteorologicaldatacollectedduring1998isnotincludedwiththisreport,butcanbemadeavailableattheRGBEGinnaPlant.9.0LANDUSECENSUSCHANGESTherewerenochangesincriticalreceptorlocationfordosecalculationsduringthereportingperiod.Therewerenolargechangesinlandusewithin5milesoftheplant.Additionalnewhomeswerebuilt.10.0CHANGESTOTHEOFFSITEDOSECALCULATIONMANUALTherewereminorchangestotheOffsiteDoseCalculationManual(ODCM)in1998.TheseincludedthefollowingchangesasreportedinGinnaprocedurechangenotification(PCN).ThePCNno.98-6300documentedthefollowingchange;TherestrictionsonaGasDecaytankwereclarifiedwhenprocessradiationmonitorR-14wasinoperableandwhatalternativeswereavailable.IThePCNno.98-6310documentedthefollowingchange;Aclarificationwasmaderegardingthecomponentcoolingsystem.Thesechangeswerereviewedaspartofa10CFR50.59analysisandfoundnottoaffectnuclearsafety,anddidnotinvolveanunreviewedsafetyquestion.11.0CHANGESTOTHEPROCESSCONTROLPROGRAMTherewerenochangestotheProcessControlProgramduringthereportingperiod.5 12.0MAJORCHANGESTORADWASTETREATMENTSYSTEMSTherewerenomajorchangestotheRadwasteTreatmentSystemsduringthereportingperiod.13.0OPERATIONALDISCREPANCIESProcessMonitorR-14Awasoutofserviceinexcessof7days.Theunitwasplacedoutofserviceon7/13/98at0530forpreventativemaintenanceandcalibrations.Duetoothermaintenanceconsiderations,therepairoftheprocessmonitorexceededthe7daywindow.Theunitwasreturnedtoserviceon8/05/98.Duringthattime,othersystemswereavailabletoaccuratelymonitorthenoblegas,particulateandiodinereleases.
