OnAugust22,1978,werequestedrelieffromtherequirementfortheliquidpenetrantexaminationofourreactorcoolantpumpcasingwelds.Thisrequestwasbasedontechnicalandradiationexposurejustification.Sincethattimewehavehadseveraltelephoneconversationswithmembersofyourstaff.Duringthesediscussionswehavereviewedthejustifica-tionfornotperformingtheliquidpenetrantexaminationifanalternate~examinationmethodwasnotavailable.However,mostrecentlywehavereviewedthepotentialforperformingaradiographicexaminationofthesepumpcasingweldswithequipmentthatisbeingdevelopedbytheElectricPowerResearchInstitute.ThisnewpieceofequipmentisaportableLinacX-RayUnitwhichwillhavethecapabilityofperformingtherequiredvolumetricexaminationsofcastausteniticstainlesssteelweldments.UnderthepresentschedulethissystemshouldbeavailableinJuly1980inafieldoperableunit.q81107elfTherefore,ifthisequipmentisavailable,wewouldproposetoper-formaradiographicexaminationofourreactorcoolantpumpcasingweldsduringour1981RefuelingandMaintenanceOutageinlieuoftheliquidpenetrantexaminationin1979.The1981outagewouldbethesecondyearofthefirstforty-monthperiodofthesecondten-yearintervalofourInserviceInspectionProgram.AradiographicexaminationwouldmeetthevolumetricexaminationrequirementoftheASMEBoilerandPressureVesselCodeSectionXI,"RulesforInserviceInspectionofNuclearPowerPlantComponents."ThiswouldalsobeinkeepinwithRochesterGasandElec-tricCorporation'sphilosophyofincorpor,pg<pewinspectiontechniquesintotheinserviceinspectionprogramasthyo'becomeavailable.~VO'j3p94OCjQ ROCHESTERGASANDELECICCORP.DATENovember1,1978TOMr.DennisL.Zi,emannSHEETNO.2Inplanningforsuchaninspection,wewouldbuildamock-upofthereactorcoolantpumpssothatprefabricationofinsulationcouldbeper-formedmonthsaheadoftheactualinspection.Thiseffortshouldgreatlyreducetheradiationexposureoutlinedinourpreviouscorrespondence.Also,wewouldruntestswiththenewlydevelopedportableLinacX-RayUnitonourpumpbowlgeometrytoassureaproperexamination.Thiswouldallowustoverifythesignaltonoise(sourcestrengthtobackgroundradiation)ratiowemightexpectwhendoingtheactualexamination.Yourpromptattentionandresponsetothisrequestwouldbeappre-ciated.Asyouknow,thisjobhasmajorimpactonourFebruary1979RefuelingandMaintenanceOutage.Ifyouhaveanyfurtherquestions,pleasecontactus.Sincerely,LeonD.White,Jr.LDW:bh
