RochesterGasandElectricisintheprocessofprocuringreplacementSteamGeneratorsfortheR.E.GinnaNuclearPowerPlant.TheprocessofestablishingthedesignspecificationforthesegeneratorshasledustoconcludethatitisdesirabletoclarifythedesignbasisoftheR.E.GinnaNuclearPowerPlantregardingthedynamiceffectsofprimarysystempiperuptures.InReference(a)theNRCindicatesthatifitcanbedemonstratedthattheprobabilityofpiperuptureisextremelylow,thedynamiceffectsofthepiperupture,i.e.missilegeneration,pipewhipping,pipebreakreactionforces,jetimpingementforces,decompressionwaveswithintherupturedpipeanddynamicornon-staticpressurizationincavities,subcompartmentsandcompartments,canbeexcludedfromthedesignbasisoftheunit.Thestatementofconsiderationsspecificallyexcludestheapplicabilityofthisrulemakingtoemergencycorecoolingsystems,'containments,andenvironmentalqualification.Byreferenceb,theNRCapprovedtheuseofthisrulemakingforprimarysystempipingfortheR.E.GinnaNuclearPowerPlant.Whiletherulemaking(Reference(a))explicitlydiscussespipingsupports,itdoesnotdiscussinternalsofreactorcoolantsystemcomponents.Itisourinterpretationthattherulemakingisagtsiggggptointernalcomponents,aslongasthefunctionalityof9305190297930513PDRADQCN05000244PDR
