The Origins of the White Paper Dissemination Task Force Brian D. Green, Ph.D.

Sr. Technical Advisor for Human Factors U.S. Nuclear Regulatory Commission

& White Paper Dissemination Task Force Lead

A little story Nuclear Regulatory Commission (NRC) is the federal agency responsible for regulating the civilian use of nuclear energy.

  • nuclear power plants, medical isotopes, industrial uses Existing HFE regulations were developed in response to Three Mile Island.

Recent mandate from Congress to develop a new regulation for advanced nuclear reactors.

  • Rulemaking considers feedback from stakeholders via a mandated public process.
  • NRC solicited feedback at various stages throughout the development.

Stakeholder Feedback Industry feedback was robust, but public and HFES engagement was limited regarding human factors.

This prompts reflection:

Were outreach efforts sufficient?

Were barrierslike time, complexity, or process discouraging participation?

I reached out to HFES for suggestions How can the government and other organizations effectively interface with HFES members?

Proposed solution:

  • Establish the White Paper Dissemination Task Force to explore options and develop solutions.
