OF PUBLIC MEETING ON IP 71130.05 INSPECTION OF MILES EQUIPMENT Meeting Identifier:

Comment Gathering Meeting Purpose of Meeting: The purpose of this meeting was to discuss security-related information associated with feedback provided to the U.S. Nuclear Regulatory Commission (NRC) on the implementation of Commission direction from SRM-COMSECY-19-0006, Revised Security Inspection Program Framework. This was a follow-up to the closed meeting on May 21, 2025, regarding the same topic. This follow-up meeting discussed comments received from Nuclear Energy Institute (NEI) on the NRCs draft Inspection Procedure 71130.05, Protective Strategy Evaluation and Performance Evaluation Program related to the inspection of Multiple Integrated Laser Engagement Systems (MILES) used by licensees during licensee-conducted force-on-force exercises.

General Details: The meeting was attended by approximately 18 NRC personnel and external stakeholders. Representatives from the NEI and Constellation were among the participants that identified themselves and provided comments. The meeting started at 10:00am EDT and completed by 10:05am EDT, ahead of the anticipated schedule. The meeting was held virtually over the Microsoft Teams application.

Summary of Presentation: There was no formal NRC presentation for the meeting discussion.

No other participants provided a formal presentation. As a result of an internal review of NEI comments and direction provided to the Commission from Executive Orders, the NRC staff communicated the decision not to implement the inspection of MILES equipment maintenance requirements currently contained in the revised draft inspection procedure (IP) 71130.05. This decision was based on the determination that the review of MILES was not aligned with the direction provided to the NRC to focus on risk-significant inspection activities. The NRC indicated that the remaining aspects of the proposed procedure, specifically licensee scenario planning and development, and adversary planning and preparation, will remain in the IP, July 3, 2025 Signed by Bream, Jeffrey on 07/03/25

pending minor revision to incorporate comments provided and discussed during previous public meetings.

The only comments provided by participants in the meeting expressed support for the NRC decision and appreciation for evaluating the comments provided.
