COMPLETION Of ITEM 3.8 TO GENERAL ELECTRIC (GE) staff ACTION PLAN, RESPONSE 10 INVESTIGATION Of THE MAY 29, 1991, INCIDENT AT THE GE NUCLEAR FUL AND COMPONENT MANUFACTURING FACILITY (NUREG-1450)

Item 3.8 of the GE Staff Action Plan required:

(1) the Office of Nuclear Haterial Safety and Safeguards (NMSS) and Region 11 to reevaluate the adequacy of the GE Radiological Contingency and Emergency Plan (RCEP) rcgarding emergency planning, event classification, and notifications; (2) Region 11 to reevaluate the adequacy of the RCEP implementing procedures; and (3) NMSS and Region 11 to ensure the RCEP and implementing procedures are revised as necessary. As detailed in the enclosure, HMSS and Region 11 have completed this task.

ITEM 3.B Reevaluate the adequacy of the GE fuels facility RCEP and implementing i

procedures regarding emergency planning, event classification, and notifications.

Ensure the RCEP and implementing procedures are reviced as necesssry.

ACTIOP ILM NMSS and Region 11 will reevaluate the adequacy of the GE fuels facility RCEP regarding emergency planning, event classification, and notifications.

Region 11 will reevaluate the adequacy of the GE fuel facility implementing procedures. NMSS and Re'jion 11 will ensure the RCEP and implementing procedures are revised as necessary.

4 STATUS By letter datea January 17, 1992, GE submitted an amendment application dated December 28, 1991, to update its Radiological Contingency and Emergency Plan (RCEP).

From January to September 1992, several draft applications were 4

i submitted, and several meetings an-i ielephone conference calls were held j

between GE, Region 11, and the Office of Nuclear Material Safety and 1

Safeguards (NMSS) staff. On October 2, 1992, GE resubmitted the' amendment application to incorporate all changes agreed to by GE, Region 11, and NMSS staff..The October 2,1992, submittal replaced the January 17, 1992, submittal in its entirety, and an October 26, 1992, submittal supplemented the j

October 2, 1992, submittal.

Sections of the RCEP where significant revisions were made as a result of the i

October 2 and October 26 submittals include:

Chapter 3, " Classes. of Radiological / Emergency Conditions." The classification system was revised to conform with Regulatory Guide 3.67, Standard format and Content for Emergency Plans for fuel Cycle and 3.

Materials facilities.

Changes included adding several tables with-

. flowcharts for classifying emergencies and adding _ a chart to facilitate classifying incidents in a timely manner.

i Chapter 4, "Organtzational Control of Emergencies and/or _ Radiological Contingencies." Notification requirements to NRC and local agencies were updated.

4 Chapter 7, " Radiological & Emergency Preparedness Capability." Training requirements of HAZCOM and radiation protection were added.

Initial and periodic traintng requirteents for the emergency organization members were more clearly described. Training with offsite support agencies and local and state goverinnent agencies was added.-

On October 29, 1992, License Amendment No.-27 was issued to GE authorizing the changes to the RCEP in the October 2 and October 26, 1992, submittals.

A routine inspection in October 1992 included evaluation of the annual emergency response exercfsa and detailed review of the RCEP implementing procedures..No exercise weaknesses or program deficiencies were-identified.

An aren for improvement with. respect to the RCEP implementing procedures was the prioritization of procedural steps and the elimination of numerous redundancies.

Licensee management agreed to appropriately address this improvement item, which will be tracked by Region 11 to ensure resolution.
