OF CHANGES AND ANALYSIS FOR REVISION 46 OF PLANT PROCEDURES MANUAL 13.4.1 EMERGENCY NOTIFICATIONS

Dear Sir or Madam:

Enclosed is the summary of changes and analysis for Revision 46 of Plant Procedures Manual (PPM) 13.4.1, Emergency Notifications, issued on April 1, 2025. The changes to the PPM have been evaluated in accordance with 10 CFR 50.54(q) and 10 CFR 72.44(f). The PPM, as revised, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50 Appendix E.

The Enclosure contains a summary of changes and evaluations performed. Each change was evaluated in accordance with the stations 10 CFR 50.54(q) evaluation process. These changes do not create a reduction in effectiveness of the approved emergency plan.

GO2-25-078 Enclosure Page 1 of 1 Summary of Changes and Analysis Revision 46 to Plant Procedure Manual (PPM) 13.4.1, Emergency Notifications, changes the responding requirements for the Augmenting and Support Emergency Response Organization (ERO) categories from on-call teams to a pooled reporting structure. Additionally, pagers were removed as one of the methods of notifying the ERO. Various editorial changes made. The changes for this procedure were conforming to the changes made to Columbia Generating Stations Emergency Plan Revision 69.

Changes made are shown below:

Page Description of change 28 Removed the duty team requirements as the augmenting ERO personnel are now pooled. Due to the requirements being the same for augmenting and support personnel, support was added to the response instructions 29 This page was removed as the augmenting and support personnel response instructions are identical and therefore support personnel are coupled with the instructions on page 28 Various Removed all references to pager Various Changed autodialer and ERO Notification System to Automated Notification System These changes do not reduce the effectiveness of the Emergency Plan and the plan continues to meet the requirements in appendix §50 Appendix E and the planning standards of

§ 50.47(b)(2) and RG 1.219.

These changes do not represent a negative impact to either timeliness or capability, therefore there is no reduction in effectiveness to implement the Emergency Plan.
