Dear Jean Fleming:

The Region I Field Office, NRC Office of Investigations (OI), initiated an investigation (Case No.

1-2024-011) on January 13, 2025, at Holtec Decommissioning International, LLCs Oyster Creek Nuclear Generating Station (Oyster Creek). The investigation was to determine whether an Oyster Creek Radiation Protection Technician (RPT) deliberately failed to follow procedures and whether the licensee was appropriately providing extremity monitoring to workers on the refuel floor. During this review, the OI investigator also evaluated whether there were concerns with the sites safety conscious work environment. Based upon documentary and testimonial evidence developed during the OI investigation, the NRC did not substantiate any of the above-listed concerns.

Please note that final NRC investigation documents, such as the OI report described above, may be made available to the public under the Freedom of Information Act (FOIA) subject to redaction of information appropriate under the FOIA. Requests under the FOIA should be made in accordance with 10 CFR 9.23, Requests for Records.
