Peach Bottom Atomic Power Station, Units 2 and 3 Preliminary Screening of Proposed Eligibility Waiver Statement
Dear Mr. Conte:
The purpose of this letter is to inform you of our intention to pursue a waiver as allowed in NUREG-1021, Rev. 8, Standard ES-204 for a prospective Senior Reactor Operator (Direct) candidate who will require credit for experience obtained in military equivalent and engineering positions to meet SRO eligibility requirements. The SRO eligibility requirements for PBAPS are contained in PBAPS Technical Specification 5.3.1 which references commitments in Exelon letter RS-02-100, dated 611 9/02. contains the proposed wording of the waiver request that will be attached to the candidates NRC Form 398, Block 17 (Comments). Attachment 2 contains employment and education history of the proposed SRO candidate. The candidate is scheduled to enter the Peach Bottom Initial Licensed Operator Training Course in December 2003. The preliminary NRC Form 398 will be submitted in January 2005.
In accordance with 10CFR 2.790(a)(6), we request that Attachment 1 and Attachment 2 be withheld from public disclosure since the information contains personal information records concerning the SRO candidate. Disclosure of this information would constitute an unwarranted invasion of the personal privacy of the individual involved. An affidavit in accordance with IOCFR 2.790(b)(I) is enclosed which supports our request that the information in the attachment be withheld from public disclosure.

I am Vice President of Exelon Corporation, licensee for Peach Bottom Atomic Power Station (PBAPS),
licensed under Nuclear Regulatory Commission Facility Operating Licenses DPR-44 and DPR-56 for PBAPS Units 2 and 3, and am authorized to execute this affidavit on behalf of the Company; I am familiar with the Company's request, contained in our letter dated June 27 2003, which is incorporated herein by reference, to withhold in their entirety, Attachments 1 and 2 transmitted with our letter from public disclosure in accordance with Section 2.790(a)(6) of the Commission's regulations; As stated in our letter, the disclosure of the information contained in the report, which identifies personal information concerning the individual who is the subject of the report would constitute an unwarranted invasion of the personal privacy of this individual.
In addition, absence alone of the name of the individual alone would still leave sufficient information in the attachments to identify the individual involved so that exemption of the entire content of the attachments is warranted.
The Statement and matters set forth in our letter and herein in support of the Company's request to withhold attachments from public disclosure on the grounds of the personal privacy of the individual involved are true and correct to the best of my knowledge, information and belief.
