SUMMARY

OF TELECOMMUNICATION TO DISCUSS ENVIRONMENTAL REVIEW OF LICENSE RENEWAL APPLICATION AND SCHEDULE On April 8, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff and experts from Los Alamos National Lab (LANL) conducted a conference call to discuss the Point Beach Nuclear Plant, (PBNP) Units 1 and 2 environmental review and site audit schedule. Enclosure 1 is the list of participants. The conference call was conducted to prepare for the June 2004 environmental site audit and public meetings.

The conference call began with an overview of the National Environmental Policy Act of 1969 (NEPA) and the process for full disclosure of information and public participation in the environmental review. The February 26, 2004, letter from the U.S. Fish and Wildlife Service (FWS) to Nuclear Management Company (NMC) was discussed, as well as the environmental compliance and permit status of the spoils pile and closure of the wastewater retention pond at PBNP. NRC staff needs for the environmental site audit were discussed, including NMC personnel and documents that should be available to the NRC staff and contractors during the audit.

NMC agreed to provide the following information to the NRC staff:

  • documentation of fish and bird collections;
  • documentation related to the wastewater retention pond and spoils pile;
  • the renewed Wisconsin Pollutant Discharge Elimination System (WPDES) permit including documentation on the new mercury rule incorporated into the WPDES permit.

NMC has agreed to verify the following items:

  • a list of any enforcement actions against PBNP;
  • that there will be no land-disturbing activity during the term of license renewal;
  • the method and location for disposal of PCBs used in transformers.

2 NMC has agreed to keep NRC aware of the following developments:

  • NMC procedure for disposing of additional waste onto the spoils pile;
  • methods for complying with the EPA Clean Water Act Section 316(b) rule for cooling water intake structures.

No staff decisions were made during the telephone conference.
