V.C. SUMMER NUCLEAR STATION FITNESS FOR DUTY

SUMMARY

10 CFR 26.71 (d) REQUIREMENTS JULY 01, 2006 - DECEMBER 31, 2006 MANAGEMENT ACTIONS A.

Positive Test Results:

Fifteen personnel tested confirmed positive during this reporting period. Of these fifteen personnel, one individual tested confirmed positive for two substances, and another individual submitted a substituted specimen in addition to the specimen testing positive. Results and subsequent management actions can be categorized as follows:

Pre-access Test:

Thirteen contractors tested confirmed positive for drugs. One of these individuals was positive for two substances. Another individual submitted a substituted specimen prior to collection of a positive second specimen. In all thirteen cases, appropriate management personnel were notified that these individuals would not be granted unescorted access authorization and would not be eligible for retesting.

One contractor tested confirmed positive for alcohol. All appropriate management personnel were notified that this individual would not be granted unescorted access authorization and would not be eligible for retesting.

Other Test:

There was one other test that tested confirmed positive for drugs.

This contractor was tested under direct observation as a result of a previous pre-access test. All appropriate management personnel were notified that this individual would not be granted unescorted access authorization and would not be eligible for retesting.

Adulterated/Substituted:

As previously mentioned in the Pre-access Test section of this report, a contractor submitted a substituted specimen and a subsequent confirmed positive specimen on a pre-access test as determined by the Medical Review Officer. This individual presented a specimen to the collection site person above the allowable temperature limit. An additional specimen was collected under direct observation and tested confirmed positive for drugs. This person did not have unescorted 1

access authorization and all appropriate management personnel were notified.

B.

Split Samples:

Seven split samples were sent to the back-up laboratory for testing at the request of the Medical Review Officer. In all cases, the split samples were reconfirmed positive by the Medical Review Officer.

C.

For-Cause Tests:

Three for-cause tests were conducted during this reporting period. One test resulted from a permanent employee having a vehicle accident. This individual tested negative.

There were two for-cause tests conducted on contractors. One contractor was involved in a vehicle accident and the other contractor was tested because the odor of alcohol was detected on the individual. Both individuals tested negative.

D.

Direct Observations:

There were two direct observation test performed, one directed by management due to specimen temperature outside the normal range and the other at the request of the Medical Review Officer. One short term contractor tested confirmed positive for drugs. This individual did not have unescorted access authorization. The second direct observation resulted in no unusual findings.

DATA ANALYSIS A.

Random Testing:

There were 327 random tests conducted during this reporting period with no confirmed positive tests. This constitutes a positive random test rate of 0%.

There were 592 random tests conducted in 2006 with and average population of 1094, resulting in a random testing rate of 54.11%.

There were 55 random collections performed on backshift, weekends, and holidays during this reporting period.

B.

Lower Cut-off Levels:

The lower cut-off level for marijuana resulted in no additional confirmed positive tests.

Blind Performance Testing:

During the third quarter of 2006, there were 575 genuine specimens and 70 blind performance test specimens submitted to the primary testing laboratory, which constitutes a blind performance testing rate of 12.17%. In the fourth quarter of 2006, there were 473 genuine specimens and 60 blind performance test specimens submitted to the primary testing laboratory, which constitutes a blind performance testing rate of 12.68%.

In both quarters, the percentage of positive and negative blind performance specimens submitted was 20% and 80%, respectively. All drugs tested by our program were included in the positive specimens. There were no discrepant test results.

D.

Population groups Fifteen contractor personnel tested confirmed positive during this reporting period. These individuals did not have unescorted access authorization.

Two long-term contractors tested confirmed positive for drugs on pre-access tests.

Ten short-term contractors tested confirmed positive for drugs on pre-access tests. One of these contractors tested confirmed positive for multiple drugs.

One short-term contractor tested confirmed positive for drugs on an "other" test. This individual was tested under direct observation as a result of there previous pre-access test.

One short-term contractor tested confirmed positive for alcohol on a pre-access test.

One short term contractor submitted a substituted specimen and a subsequent confirmed positive specimen on a pre-access test as determined by the Medical Review Officer. This individual presented a specimen to the collection site person above the allowable temperature limit. An additional specimen was collected under direct observation and tested confirmed positive for drugs.

REPORTABLE EVENTS There were no reportable events during this reporting period.

SUMMARY

In conclusion, as a result of the low rate of substance abuse among personnel enrolled at V. C. Summer Nuclear Station, SCE&G maintains an effective Fitness for Duty Program. Providing a work environment free from the effects of drugs and alcohol remains a high priority for SCE&G.
