Massaro (Exelon Generation Company, LLC) to U.S.NuclearRegulatoryCommission,Emergency Relief Request to Utilize Code Case N-513-3, "Evaluation Criteria for Temporary Acceptance of Flaws in Moderate Energy Class 2 or 3 Piping Section XI, Division 1" for an Elbow,LetterNumberCCN14-65, dated August 24, 2014 In addition to the referenced letter, Exelon Generation Company, LLC (Exelon) submits the following supplemental information:
The EDG's and ECCS systems are not adversely impacted due to the current flow margin that exists for EDG coolers and required ECCS room coolers. During recent routine system testing, total system flow rate was measured to be 3795 gpm.
Required system flow is greater than 3356 gpm. Furthermore, greater than 50 gpm of margin exists for the 7 day closed loop mission time for Emergency Heat Sink capacity. To ensure that significant flow diversion affecting operability does not occur, a leak rate limit of 5 gpm has been established. If the leak rate exceeds 5 gpm, actions shall be taken to isolate the leak and take the required LCO actions.
The room is equipped with floor drains and a 5 gpm leak rate will not result in flooding impacts to safety related equipment. In conclusion, a 5 gpm leak rate will not affect the safety function of the system or lead to flooding.
