SUMMARY
OF DECEMBER 2, 2015, PUBLIC MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP EMERGENCY CORE COOLING SYSTEM SUCTION STRAINER COMMITTEE, AND THE EMERGENCY CORE COOLING SYSTEM SUCTION STRAINER RISK-INFORMED SOLUTIONS COMMITTEE On December 2, 2015, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Boiling Water Reactor Owners Group (BWROG) Emergency Core Cooling System (ECCS) Suction Strainer Committee and the ECCS Suction Strainer Risk-Informed Solutions Committee in a public meeting at NRC headquarters in Rockville, Maryland. The enclosure provides a list of those in attendance. Presentation materials can be found in the Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML15335A419 and ML15335A422.
The purpose of the meeting was for the NRC staff and the BWROG ECCS Suction Strainer Committees to discuss the 2015 year-end progress for all ECCS suction strainer potential issues and to establish 2016 initiatives.
Mr. Robert Taylor, Deputy Director of the Division of Safety Systems, Office of Nuclear Reactor Regulation (NRR), provided the opening remarks for the meeting. Mr. Taylor expressed his gratitude to the BWROG representatives for attending the meeting and for the continued open communication with the NRC staff.
Opening remarks for the BWROG were shared by Mr. William Kopchick, BWROG Executive Committee, Public Service Enterprise Group (PSEG). Mr. Kopchick presented the meeting objectives, committee updates since the December 4, 2014, public meeting, as well as strategic meetings, and submittals planned for 2016.

The public meeting was separated into a morning and afternoon session. The morning session was focused on the ECCS Suction Strainers Risk-Informed Solutions Committee overview. Key takeaways and action items are noted below:
- 1. The BWROG representatives continued to effectively socialize their risk-informed approach to resolving 10 of the 12 potential issues stemming from the Jack Grobe letter to the industry (ADAMS Accession No. ML080500540).
- 2. The NRC staff presented preliminary comments on BWROG-15039: ECCS Suction Strainer Risk-Informed Phase II report (ADAMS Accession No. ML15289A122).
- 3. Anticipated Phase III submittal identified for the second quarter of 2016.
- 4. Anticipated Phase IV submittal identified for the first quarter 2017.
- 5. ACTION: The NRC project manager (PM) and BWROG PM will coordinate to establish dates and location for an NRC regulatory audit. Preliminary dates have been identified as February 9-11, 2016.
The afternoon session was focused on the ECCS Suction Strainers Committee overview. Key takeaways and action items are noted below:
- 1. The BWROG representatives identified several end of year technical and subcommittee updates for head loss, downstream effects (components and fuels), debris source term and coatings assessment, benchtop testing, and fuels testing programs. Specific content presented can be found in ADAMS Accession No. ML15335A419.
- 2. Topical Report NEDC-33608P strategic processing and technical implementation options for 2016. The NRC staff and BWROG representatives will continue to work cooperatively to maintain forward progress with the analysis with consideration to resource availability.
- 3. ACTION: The NRC PM and BWROG PM will coordinate to establish dates and location for a 2-day NEDC-33608P NRC regulatory audit in the first quarter of 2016. Preliminary dates have been identified as February 23-24, 2016.
At the conclusion of the meeting, the NRC staff facilitated a summary discussion and meeting closeout.
