PROPOSED POLICY STATEMENT ON CONVERSION TO THE METRIC SYSTEM During the 388th meeting of the Advisory Committee on Reactor Safeguards, August 6-8, 1992, we reviewed the proposed policy statement on metrication. We support the proposed policy statement with one exception. Whereas, in our letter of October 17, 1991, to Eric S. Beckjord, we recommended that any number expressed in dual units display the metric form first, the proposal is to use a mixed strategy, using as the primary form the units in which the number was derived, whether English or metric. The argument given in our letter was that a metric-first policy could facilitate the ultimate transition to the metric system, consistent with the spirit of the law. In addition, we feel that a mixed pattern can lead to unnecessary confusion. We therefore reaffirm our original recommendation.
