Dear Mr. Kingsley: .
On February 27, 1999, through April 7, 1999, the NRC performed an inspection at your
Dresden Nuclear Power Station. No cited violations were identified during this ,inspection
period . .The .enclos.ed report presents the results of this inspection.

' The conduct' of most routine activities appeared to have been accept~ble. *However, some
- errors and events *involving radiation protection practices occurred.
Reactor pressure vessel boundary leakage caused the forced outage and thus challenged *
operations. The leaking reactor pressure boundary line that required the force outage was the
sanie line that caused the forced Unit. 3 outage in November .of 199'7. Your staff showed
. safety-conscious decision making and identified tlie pre~sure bo.undary leakage prior. to *
exceeding Technical Specification limits for unidentified.drywell leakage. Your staff also.had a
well-formulated response p~an prepared to deal with cha*nges.to t~e leakage. *
'An emergent issue: during this inspection period was performance in the* radiation. protection*
area. An inadvertent shlp.ment of a contaminated tool to another reactor site, and 'human
- performance problems which contributed to an unplanned radiological intake and other *
contamination control ever.its indicated a potential negative performance trend. Although these
problems are being addressed by your staff, this performance is contrary to good recent past
performance in the radiation protection a'rea.
