J. S. Abel letter to D. M.. Crutchfield dated 8/22/80.

Dear Mr. Crutchfield:

The referenced letter described the additional review which Commonwealth Edison Company (CECo.. ) desired concerning an impending study of people related problems in nuclear safeguards.

The study is to be conducted by Mr. Frank Brittell.. CECo. has received further inform-ation from Mr. Brittell addressing the areas of interest.

At the present time, CECo. is in the process of implementing the new security requirements. of 10 CFR 73.55 at Dresden Station.

The changes from prior practice are extensive and the guard force is totally.occupied with the problems*of change as well as the normal routine, much of which is new.

As a result, CECo. does not wish: to participate in the proposed study at. this* time.

Until CECo. management a.ni the contractor guard force have gained experience with the new system, r~sponses to the*

study's questions would be misleading, reflecting inexperience and short term problems.

Participation in such a study would be more meaningful at a future date when the system is more mature.
