FLORIDAPOWER 8( LIGHT COMPANY December 22, 1983 L-83-601 Office of Nuclear Reactor Regulation Attention:
Mr. Darrell G. Eisenhut,'Director Division of Licensing U.
S. Nuclear Regulatory Commission Washington, D. C.

Dear Mr. Eisenhut:
Re:
St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Axial Sha e Index In accordance with 10 CFR 50.90, Florida Power 5 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-16.
This amendment is submitted to bring the St. Lucie Unit 2 Technical Specifications in conformance with those of Unit 1.
Based upon our review of existing analyses it was determined that the Limiting Conditions of Operation (LCO) are not needed below 30$ of rated thermal power.
This is because the existing analyses contain sufficient conservation to bracket the increased axial peaking resulting from expansion of the ASI range.
The proposed amendment is described below and shown on the accompanying Technical Specification pages.
Pa e 3/4 2-12 Fi ure 3.2-4 and 3/4 2-4 Fi ure 3.2-2)
These figures are modified to allow an axial offset permitted by the Limiting Safety System Setpoints and LCOs below 30$ power.
