Discussion of the Commonwealth Edison implementation of procedures to limit thi effects of pellet-clad mechanical interaction including:

A description of the procedures used to limit the effects of pellet-clad mechanical interaction and a discussion of any difficulties in using the procedures.
b~ A discussion of the ~ases for the procedures.
- c.
A description of the process computer program used to determine the preconditioning envelope and a descriptiori of how it is assured that this preconditioni~g envelope is not violated.
- d.
A discussion of the uncertainties* involved in determining the rate of local power chang~s.
- e.
A description of the means used oi which could be used to predict or determine if an operating restriction related to pellet-clad mechanical interaction is being approached.
Include a short description of the in-core instrument system as it is related to providing input to the process computer.

A discussion of each known circumstance in which the PCMIOR was not adhered to.
