SUBJECT:

INSPECTION REPORT NO. 50-244/93-23

This letter refers to the inspection conducted by Mr, J. Carr isco of this office on

November 15-19, 1993, at the Rochester office in New York. The inspector discussed

the

results of the inspection with Mr. J. F. Smith and other members of your staff at the

conclusion of the inspection.

This inspection focused on activities important to the public health and safety and was

directed towards engineering activities to determine whether the design and modification of

your safety-related piping and pipe supports were performed in accordance with regulatory

requirements,

engineering specifications and properly documented.

This inspection included

the review of the steam generator replacement project's current status, organization, design

features,

and project schedule.

This inspection also included a review of the steam generator (SG) "B" hydraulic snubber's

operability evaluation.

During the course of the inspection, the plant shutdown to repair a

steam leak.

Details on the areas examined during the inspection are described in the NRC Region I

inspection report, which is enclosed with this letter.

Within these areas,

the inspection

consisted of selected examinations of procedures

and representative

records, interviews with

personnel,

and observations by the inspector.

Within the scope of this inspection, no violations were observed.

However, at the time of

the exit meeting the inspector had not received supportive documentation on the root cause

for the leak of blowdown line S/G "B".
