Dear Dr. Hecredy:
The NRC staff generally agrees with your summary of the above subject meeting (above reference letter of January 17, 1995) regarding your plans to convert to the improved Standard Technical Specifications.
The summary emphasizes the NRC's commitment to meet the conversion schedules, and should also mention your commitment to submit a complete and thorough amendment
- request, and fulfillyour schedular commitments. Specifically, as emphasized in the meeting, the staff encourages you to avoid hampering the conversion with major programmatic
- changes, which should be resolved separately and well ahead of the conversion schedule; for example, approval of the pressure/temperature limits methodology that should be pursued now.
The summary leaves the opposite impression; in particular, uNRC will allocate the necessary resources to support your schedule...".
Also the summary states "... if the schedule appears to be slipping, RG&E should enumerate their concerns to NRC management (e.g. Associate Director for Projects)."
While this avenue is always available, we encourage you to first direct such concerns to the Project Manager and Project Director.
