2 OPERATING LICENSE NPF-21, RE(VEST FOR TECHNICAL SPECIFICATION AMENDMENT - PRESSURE/TEMPERATURE LIMITS - SECTION 3.4.6. 1 In accordance with the Code of Federal Regulations Title 10, Parts 50.90 and 2.101, the Supply System hereby requests an amendment to Section 3.4.6. 1 of the Technical Specifications.
Specifically, the Supply System is sub-mitting changes to comply with the current version of 10 CFR 50 Appendix G
requirements (See Attachments A 8 B, Technical Specification Figures 3.4.6.1-1 and 3.4.6.1-2).
As documented i8 the attachments, the pressure/temperature limit curves have been shifted 30 F higher at 20/ of the preservice hydrostatic test pressure to assure an additional margin of safety during testing and operation of the reactor vessel to incorporate the revised requirements of 10 CFR 50 Appendix G
(July 1983).
The Supply System has evaluated this request per 10 CFR 50.59 and 50.92 and has determined that no unreviewed safety questions or significant hazards will result relative to the Reactor Coolant Pressure Boundary integrity.

AMENDMENT - PRESSURE/TEMPERATURE LIMITS-SECTION 3.4.6.1 Furthermore, this proposal does not:
1)
Involve a significant increase in the probability or consequences of an accident previously evaluated, because the shift in pressure/
temperature limit curves in this proposal are more conservative than the present curves and the probability of an accident is thereby decreased.
The higher temperature of a corresponding pressure further reduces brittle fracture possibilities.
Nor does this change increase the consequences of an accident in that the temperature shift is well within all equipment operating margins.
2)
Create the possibility of a new or different kind of accident
- because, as stated
- above, the proposed curves are more conser-vative yet well within any upper bound limit.
Therefore no new or different kind of accident is conceivable.
3)
Involve a significant reduction in a safety margin because the margin of safety is actually increased due to compliance with the additional conservatisms imposed by 10 CFR 50 Appendix G.
In guidance provided by the Staff (Federal Register Vol. 48, No. 67, April 6, 1983) examples of amendments that are not likely to involve a significant hazards consideration are listed.
Example vii, "A change to make a license conform to changes in the regulations, where the license change results in very minor changes to facility operations clearly in keeping with the regula-tions" is cited in this request.
This change has been reviewed and approved by the Plant Operations Committee and the Supply System Corporate Nuclear Safety Review Board.
The Supply System has evaluated this request in accordance with the criteria in 10 CFR 170.21, and has included a warrant for One hundred fifty dollars
($ 150.00} as initial payment for this application for amendment under Facility Category A (Power Reactors).
In accordance with 10 CFR 50.91, the State of Washington has been provided a
copy of this letter.

SPEC.
AMENDMENT PRESSURE/TEMPERATURE LIMITS-SECTION 3.4.6.1 lNP-2 will be performing a maintenance outage leak test on the reactor pressure vessel during the forthcoming refueling outage scheduled to commence April 15, 1986.
As such, it is desirous to have this change in place for that test.
