RESTART OF WASHINGTON NUCLEAR PROJECT UNIT 2 It is our understanding, based on your letters dated September 9, 1991, September 20,

1991, and September 25, 1991, that you have completed, or have scheduled to complete, all nf your committed actions as documented in our Confirmatory Action Letter (CAL) V-91-01, Revision 3, dated June 14, 1991.

Therefore, the NRC concludes that, regarding the matters discussed in the CAL, your corrective actions to resolve those matters are sufficiently complete to war rant resumption of power operations at WNP-2.

As noted in the referenced CAL, the WNP-2 Licensed Operator Requalification Program will not be assigned a provisionally satisfactory status until a

determination has been made by the NRC that your short and intermediate term corrective actions have been substantially completed in an effective manner, and have been verified by the NRC.

The NRC will notify you in writino when this determination has been made.

Further, it is our understanding that in the event that you decide to alter the composition of any of your operating

crews, you will notify the NRC Regional Office of the changes until such time that your requalification program is found satisfactory or provisionally satisfactory.

In addition, it is our understanding that the Supply System committed, at the August 28, 1991 meeting with the NRC in Rockvi lie, Nd., to provide a detailed action plan for emergency operating procedure improvements, as well as detail any EOP changes made as a result of these improvements, within 30 days of our inspection report to you on this subject.

If your understanding differs from this, please contact me immediately.
