November 9,

Washington Public Power Supply System

P. 0.

Box 968

Richland,

Washington

Attention:

Nr.

G.

C. Sorensen

Manager,

Regulatory

Programs

Gentlemen:

SUBJECT:

NRC

INSPECTION

REPORT

NO. 50-397/92-31

This refers to the inspection

conducted

by Messrs.

R.

C. Sorensen,

D. L.

Proulx,

W. P. Ang, D. F. Kirsch, and

R.

C. Barr of this office on August 24

through October 4,

1992 of activities authorized

by

NRC Operating

License

No.

NPF-21,

and to the discussions

of findings held by the inspectors with Hr. J.

Baker and other members of the Supply System staff at the conclusion of the

inspection.

Areas

examined during this inspection are described in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examina-

tions of procedures

and representative

records,

interviews with personnel,

and

observations

by the inspectors.

Our review of your completed local leak rate test

(LLRT) procedure

records

identified several

procedure

documentation

discrepancies

(paragraph

8 of the

enclosed report) similar to those identified in Inspection

Report

No. 50-397/

92-01,

and addressed

by the corrective actions described

in your letter dated

July 10,

1992.

While these discrepancies

occurred prior to your implementa-

tion of these corrective actions

and did not appear to challenge

the validity

of the test results

obtained,

they further indicate the need for senior

management

attention to procedure

adherence

concerns at WNP-2.

No violations or deviations

were identified.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.

Should you have

any questions

concerning this inspection,

we will be pleased

to discuss

them with you.

Sincerely

S. A. Richards,

Acting Chief
