7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NOS. 50-250 AND 50-251 FLORIDA POWER AND LIGHT COMPANY NOTiICE OF ISSUANCE OF AMENDMENT TO FACILITY PE ING LIC NSE The U.

S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.

72 to Facility Operating License No.

DPR-31, and Amendment No.

65 to Facility Operating License No.

DPR-41 issued to Florida Power

'nd Light Company (the licensee),

which revised Technical Specifications for operation of Turkey Point Plant, Unit Nos.

3 and 4 (the facilities) located in Dade County, Florida; The amendments are effective as of the date of issuance and are to be fully implemented within 60 days of Comoission approval in accordance with the provisions of 10 CFR 73.55(b)(4).

The amendments add license conditions to include the Commission-approved Guard Training and gualification Plan as part of the licenses.

All security personnel shall be qualified within 2 years of this approval.

'he licensee's filing,"which has been handled by the Commission as an application, compl.ies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comnission's rules and regulations.

The Commission has made appropniate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not; required since the amendments do not involve a significant hazards consideration.

7590-01 The Cnmmission has determined that the issuance of these amendments will not result in any signi'ficant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these amendments.

The licensee s filing dated August 17,

1979, and its revisions submitted by letters dated April 29, 1981 and June 23, 1981, are being withheld from public disclosure pursuant to 10 CFR 2.790(d).

The withheld information is subject to disclosure in accordance with the provisions of.10 CFR 59.12.
