REVIEk'F EMERGENCY RESPONSE FACILITIES On January 7,
- 1991, Ms. A. T. Boland of the Region II office conducted a review of the emergency response
,facilities at your Turkey Point site.
Th'e review focused on the availability of workspace and communications for NRC personnel in the event an Agency response is warranted for an incident at your site.
Facility tours were conducted in the Control Room, Technical Support Center, Operations Support
- Center, Emergency Operations
- Facility, and Emergency News Center in order to identify current support equipment as well as understand Turkey Point's emergency organization and response philosophy.
Concurrently, discussions were held with members of the emergency planning staff regarding NRC's Incident
Response
organization and ways to most efficiently integrate an NRC response into your existing Emergency Plans based upon your organization,
- space, and equipment capabilities.
A summary of the modifications by area which would enhance the NRC's ability to respond to the Turkey Point site is provided in the Enclosure.
In general, your staff indicated that incorporation of these items could be accommodated;
- however, should any impediments or questions be encountered during implementation, please contact A. Boland of my staff at (404) 331-3758; Me appreciate the cooperation of your staff in determining the most effective and efficient means of satisfying NRC's communications and logistical needs.
Me believe the modifications proposed will enhance our ability to work with your staff in meeting our overall responsibilities during an emergency.

ENCLOSURE MODIFICATIONS/ADDITIONS TO NRC RESPONSE-RESOURCES Control Room Provide one telephone in the Control Room for use by the NRC Resident Inspector.
Licensee operations and emergency planning personnel indicated the availability of extensions
- 6490, 6491,
- 6492, 6493, and 6494; any of which could be used by the Resident during an emergency.
This arrangement was satisfactory to the Residents.

The licensee indicated workspace and a telephone would be
'rovided at the Health Physics work table.
Although a work order has been initiated for this action, the specific telephone number has not yet been designated.
Technical Su ort Center Addition of workspace and a telephone at the TSC Co+sand Table for use by the NRC Operations Coordinator/Senior Resident Inspector.
The licensee accommodated this request by providing a
location and a
telephone (305-246-6840) designated for NRC.
Emer enc 0 erations~Facilit Addition of a workspace and one telephone in the Cose Assessment Area for use by NRC Health Physics personnel.
The licensee provided the needed work area and added a single line telephone for either voice or modem communications (305-552-2699).
,Clarify communications capabilities located in the NRC Conference Room.
Subsequent to the facility review, the licensee verified the availability of three telephones which have voice or data transmittal capability (305-552-2651, 305-552-2652, and 305-552-2653).
Provide workspace and communications for additional NRC Yianagement personnel adjacent to the existing NRC work area at the EOF Command Table.
The licensee adequately resolved this item by reserving accommodations for three individuals and two telephones (305-552-2602 and 305-552-2605) at the previously undesignated table directly behind the -Cargrand Table.
