Proposed License Amendment Monthl S stem 'Walkdowns In accordance with IO CFR 50.90, Florida Power & Light Company submits herewith three signed originals and forty copies of a request to amend Appendi'x A of Facility Operating Licnese DPR-3I and 4I.
This amendment is submitted to provide a requirement for a'monthly walkdown of all accessible safety related flowpaths to verify correct valve position.
The proposed amendment is described below and shown on the accompany Technical Specification pages.
Pa e 4. I 8-I Table 4. I 8-I and B4. I 8-I -2 & -3 The requirement and bases for a monthly walkdown is added.
ln accordance with IO CFR 50.9I(a)(l), we have determined that this amendment poses no significant hazard.
The amendment provides a technical specification requiring a procedure to ensure correct valve position and continued safe operation.
Therefore, the amendment does not:
I)
Involve a significant increase in the probability or consequences of an accident previously evaluated; or 2)
Create the possibility of a new or different kind of accident from any accident previously evaluated; or 3)
Involve a significant reduction in a margin of safety.

Turkey Points Units 3 & 4 Docket Nos. 50-250 & 50-25l Pro osed License Amendment SAFETY EVALUATION I. INTRODUCTION This evaluation supports the addition of T.S. 4.I8 and T.S. B4.I8 covering safety systems flowpath verifications to be performed at least once per month.
The proposed changes consist of:

T.S. 4.I8 requires the flow path verifications to be performed.

- 4. I8-I lists the frequencies and applicability modes for the verifications.

T.S. B4. I 8 describes the need and purpose of the flowpath verifications.
r II. EVALUATION The proposed revisions are evaluated as follows:

T.S. 4.I8 including Table 4.I8-I - This-proposed change will support a
recent commitment made to the NRC by which all safety systems as shown on Table 4.I8-I will be verified to ensure proper line-ups and availability of flowpaths at monthly intervals.

T.S. B4.I8 - This section describes the needs and purpose for the availability of safety systems flowpath which will ensure the performance of the systems as designed.
III. CONCLUSION We have concluded, based on the considerations discussed above, that:

The proposed amendment does not involve a significant increase in the probability or consequences of accidents previously considered, and does not involve a significant decrease in a safety margin.
2.
There is reasonable assurance that the health and safety of the public will not be endangered by operation in such a manner.
3.
Such activities will be conducted in compliance with the Commissions regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
