Response

to the Follow-Up Request for Additional Information Generic Letter 92-08 Thermo-La 330-1 Fire Barriers The purpose of this letter is to provide the NRC Staff with Florida Power and Light Company's (FPL) schedule and plans for the resolution of the ampacity derating issue for Thermo-Lag fire barriers installed in Turkey Point Units 3 and 4, as requested in the NRC letter of September 29, 1995.

The NRC issued "Safety Evaluation of Ampacity Issues Related to Thermo-Lag Fire Barriers at Comanche Peak Steam Electric Station, Unit 2" in a letter dated June 14, 1995.

The safety evaluation was also distributed to other nuclear power plants with Thermo-Lag fire barriers because of the potential generic implications contained in the final test reports.

By FPL letter L-95-200, dated July 13, 1995r FPL stated that based on FPL's review of the NRC's safety evaluation, the ampacity testing performed by Texas Utilities indicated that the Turkey Point cable derating values are reasonable.

Subsequent to FPL's July 13, 1995 submittal, FPL obtained the Texas Utilities Comanche Peak Steam Electric Station, Unit 2 ampacity test reports from the Nuclear Energy Institute (NEI).

FPL will be evaluating the Turkey Point Units 3 and 4 installed Thermo-Lag configurations relative to the Texas Utilities tested configurations.

The evaluations will analyze any differences between the Turkey Point installed configurations and the tested configurations.

The results of these detailed evaluations will determine whether the ampacity derating issue can be closed based on Turkey Point's configuration being bounded by the Texas Utilities tests or whether further testing and/or analyses need to be performed.

FPL expects to have the Turkey Point evaluation relative to the Texas Utilities tests completed by the end of the second quarter of 1996.
