St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 This letter requests review and approval of a proposed change to Florida Power and Light Company's (FPL) Topical Quality Assurance Report (FPLTQAR 1-76A), pursuant to 10 CFR 50.54(a)(3). The section of the FPLTQAR affected by this change is TQR 1.0, "Organization."
'ttachment A is the proposed revision, Attachment B is the current approved revision, Attachment C is a "Red-Line" mark-up of the current revision showing additions and deletions, and Attachment D is Appendix A of the FPLTQAR which contains organization charts.
Appendix A of the FPLTQAR is not part of the proposed revision and is included for reference only.
Over the years, as the FPL Nuclear Division organization has changed, organizational detail has been added to TQR 1.0 to the point where itnow contains more detail than necessary to describe the FPL Nuclear Division organization and its functions. This makes TQR 1.0 difficultto keep updated in response to organization changes, and in some cases, causes the description of the overall organization to be less clear. The purpose of the proposed change is to summarize the Nuclear Division organizational responsibilities in an effort to reduce the amount of organizational detail. FPL believes that the amount of detail proposed is similar to that contained in other utilityTQARs which have been approved by the NRC.
The proposed change is considered a reduction in commitment pursuant to 10 CFR 50.54(a)(3) since it removes organizational details from the TQAR which are currently provided. The effects of the reduction are minimal since the organizational detail being removed from TQR 1.0 will continue to be contained in lower tier Nuclear Division written procedures and other documents as outlined in the TQAR (See Attachment A, Page 3).
