PREPARATIONS FOR HURRICANE FLOYD At 0800 a.m.

on September 14, 1999, Hurricane Floyd was located approximately 255 miles due East of Turkey Point Nuclear Plant (TPNP) and with the center estimated near latitude 25'.4 North and longitude 76.2 West.

The storm is moving west-northwest at 14 mph.

Maximum winds are near 150 mph.

Florida Power and Light Company (FPSL) is continuing to prepare for the approach of the hurricane, including implementation of procedures for severe weather preparations.

The licensee declared an Unusual Event for TPNP Units 3 and 4 at 1650 p.m.

on September 13 and 1713 p.m. at St. Lucie due to a Hurricane Warning being issued for the area.

Both Un..ts 3 and 4 at TPNP are currently at 100 percent power.

St. Lucie Un:.t 1 is at 300 degrees F and establishing shutdown cooling in preparation for a scheduled refueling outage and Unit 2 is at 100 percent power.

The licensee is continuing to monitor the progress of the hu:."ricane.

At TPNP, NRC resident inspectors and two additional regional inspectors are onsite monitoring the licensee's activities.

At St. Lucie, three resident inspectors are onsite monitoring activities.

A Region II manager is at the FPEL Emergency Operations Facility (EOF) in Miami.

The Region II State Liaison Officer is available to be dispatched to the Florida Emergency Operation Center (EOC) in Tallahassee.
