Gentlemen:

This refers to the NRC 1 s Systematic Assessment of Licensee Performance (SALP) 10

Report for the Palisades Nuclear Plant, and our meeting of March 22, 1991,

which discussed in detail the contents of the report and your written comments

dated April 16, 1991, relat1ve to the report.

Based on our in-depth discussions during the meeting and our thorough review

and evaluation of your letter of response, we have reached the conclusion that

no changes to the Ini.tial SALP Report are necessary.

As such, the Initial

SALP Report dated March 7, 1991 is considered to be the Final SALP Report .

We note your concern with the category 2, declining rating in the emergency

preparedness area.

This concern was discussed in your letter and at the SALP

meeting.

I have reconsidered this rating and have decided it is proper.

The

training, staff qualifications, Operations Support Center command and control

and untimely activation of the EDF concerns discussed in the SALP report

certainly establish that your performance has declined from the previous

category 1 rating.

It was the opinion of the,SALP Board that your performance in this area was

declining primarily due to lack of management involvement, and that your

performance would have continued to decline without NRC intervention.

Your

corrective actions, although they appeared adequate, had riot been tested in a

dri 11 or exercise by the end of the SALP period.

Based on your performance as -

discussed above and in the SALP report, I believe the SALP Board rating is

appropriate.

We will be pleased to discuss the matter further as you

requested-.

In accordance with Section 2.790 of the NRC's

11 Rules of Practice,

11 Part 2,

Title 10, Code of Federal Regulations, a copy of this letter with the

referenced enclosures, will be placed in the NRC's Public Document Room .
