D.S.CRUDEN VICE PRESIDENT-NUCLEAR VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 July 1, 1988 United States Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C. 20555 Gentlemen:
VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 SCHEDULE FOR REVISION TO THE ASME SECTION XI INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES Serial No.
NO/DJF:vl h Docket Nos.
License Nos.88-024 50-280 50-281 DPR-32 DPR-37 On March 29 and 30, 1988, meetings were held between the NRC and Virginia Electric and Power Company representatives to discuss NRC questions and comments pertaining to the Surry Units 1 and 2 ASME Section XI Inservice Testing Program for Pumps and Valves as identified in NRC letter dated January 7, 1988.
At the conclusion of these meetings, the NRC requested that the Pump and Valve Program be revised within 60 to 90 days to incorporate the information discussed during the meetings.
Several items discussed during the meetings remain to be resolved prior to revising the program submittal.
Due to work in support of the recent two unit outage at Surry Power Station, it became necessary to turn over some of these items to outside vendors for completion.
The open item with the longest lead time is the evaluation of full-stroke testing for check valves.
In this check valve study, the current test procedures are being reviewed to determine if they meet NRC guidelines for full-stroke testing.
If NRC guide-lines are not being met, procedures will be revised to require full-stroke testing of the valves.
If a full-stroke test cannot be performed, an alternate test will be prepared that will satisfy the NRC's requirements for testing. This study is scheduled to be completed by July 15, 1988.
Given the impact that these unresolved items may have on the pump and valve program, we propose to submit the revision to the program after the studies have been completed and evaluated, but no later than September 30, 1988.
