STATUS OF RECOMMENDATION: AUDIT OF NRCS OVERSIGHT OF ACTIVE COMPONENT AGING (OIG-14-A-02)

REFERENCE:

DIRECTOR, OFFICE OF NUCLEAR REACTOR REGULATION, MEMORANDUM DATED SEPTEMBER 13, 2018 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendation 1 as discussed in the agencys response dated September 13, 2018. Based on OIGs analysis of this response, recommendation 1 is now closed. Recommendation 2 was previously closed; therefore, both recommendations from this audit are now closed.

Audit Report AUDIT OF NRCS OVERSIGHT OF ACTIVE COMPONENT AGING OIG-14-A-02 Status of Recommendations Recommendation 1:

Perform and document a thorough and systematic evaluation of the need for an NRC program to oversee the management of active component aging activities, all within the context of the current ROP environment.

Evaluation elements are to include, but should not be limited to, the need for:

(a) Program policies, goals, and objectives.

(b) Program feedback and corrective actions for continual improvement.

Agency Response Dated September 13, 2018:

The Nuclear Regulatory Commission (NRC) staff and OIG agreed that Recommendation 1 will be resolved with the completion of the seven action items associated with the Office of Nuclear Reactor Regulations Operating Experience Branch (IOEB) report, IOEB Analysis Team Study, Component Aging Study (2007-2011) Insights from Inspection Findings and Reportable Events, dated February 19, 2013. The staff had previously closed all but two action items (Items 3 and 4 in the enclosure), which are now complete. This completes all staff actions from the IOEB study.

2012 Active Component Failure Study Recommendation 3: Consider issuing a generic communication to alert the industry that the operation of equipment that is important to safety beyond its qualified service life without adequate justification is contrary to regulatory requirements and NRC expectations.

September 2018 Update On June 29, 2017, the NRR requested that the Committee to Review Generic Requirements (CRGR) review and endorse a proposed Regulatory Issue Summary (RIS) entitled Disposition of Information Related to the Time Period that Safety-Related SSCs

[Structures, Systems, and Components] are Installed. For the reasons described in its meeting minutes the CRGR recommended ceasing efforts to further develop and issue the subject RIS. The staff is following the recommendation.

Status: Complete 2012 Active Component Failure Study Recommendation 4: Consider how inspectors could be better prepared to identify instances in which licensees are operating SSCs that are important to safety beyond their reasonable expected service life without an adequate engineering justification. Additional guidance and training could be used to alert more inspectors on how they can pursue these issues using criteria from Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities.

September 2018 Update The staff developed draft inspector guidance and made it publicly available in January 2018. The staff incorporated

relevant comments received from industry. The staff subsequently finalized the guidance and provided training to regional and resident inspector staffs. The targeted goal was to train 90 percent of the population of qualified inspectors; and the staff met this goal. Training for the remaining 10 percent of inspectors who are required to have the training, and all future training, will take place online either through the operating experience SharePoint site (currently available) or via the NRCs iLearn training management system.

Status: 90 percent of inspectors received service life training. July 2018--Complete Final inspection guidance placed in ADAMS.

August 2018--Complete OIG Analysis:

Agency efforts to complete actions associated with the 2012 Active Component Failure Study (IOEB Study), as documented in the agency response memo enclosure, meet the intent of OIGs recommendation. OIG has reviewed and verified supporting documentation provided by the staff. This recommendation is now closed.

Closed.
