Dear Mrs. Pradel:
This is in response to your letter of July 17, 1974, informing me of your dedre to make a limited appearance at the hearing for Unit 2 of the Three Mile Island Nuclear Station. It is noted that the Board's Memorandum and Order dated July 24, 1974, has denied your petition to intervene without prejudice to your right to apply for leave to make a limited appea ance.
Persons desiring to mal e a limited appearance statement are permitted to do so at the discretion of the presiding officer. Since you timely filed a petition to intervene, we have no objection to your limited appearance in this particular instance, but the presiding officer of the hearing must make the final determination in that regard.
In practice, the presiding officer usually inquires early on the first day of the hearing whether there are any individuals in attendance who wish l
to make limited appearance statements, in mest cases, limited appearance statements are heard, or incorporated in the record as if read, only en the first day. However, we would note that the presiding officer has u
considerable discretion as to limited appearance statements, and in pcr-ticular as to when such statements may be oftered.
Since no date has yet been set for the hearing, we cannot now advise you When that in-when you chould plan to appear to make your statement.

Should you propose to have written material incorporated in the record as part of your limited appearance statement, ple.se address your pro-posal to the Atomic Safety and Licensing Board at the time you make your limited appearance. It wculd be helpful if you were to have en hand at that time extra copies of any such written material to give to the court reporter. About 30 copies should meet the reporter's needs.
Documents and correspondence relating to the licensing of this facility are on file for public inspection at the Government Publications Section, State Library of Pennsylvania, IIarrisburg, Pennsylvania 17126.
