The Staff is in receipt of an undated letter from Ms. Patricia A. Polasek-Rhodes (receivedonNovember 15,1979) which states that Ms. Polasek-Rhodes wants to intervene in the captioned matter.

However, none of the requirements for a petition for leave to intervene pursuant to 10 CFR 92.714 are included in the letter; nor

'is there any discussion of the five factors set forth in 52.714(a) which must be addressed when an untimely petition is filed. The Staff, therefore, believes that the letter is intended as a request to make a limited appearance statement pursuant to 10 CFR 82.715(a). We have no objection to such a request. We are enclosing a copy of 10 CFR Part 7. (the Commission's Rules of Practice) for Ms. Polasek-Rhodes' information.
