Appendix A NOTICE OF VIOLATION lllinois Power Company Docket No. 50-461 Based on the inspection conducted on April 10-12, 1979, it appears that certain of your activities were in noncompliance with ::kC requirements, as noted below.
This iter is an infraction.
10 CFR 50, Appendix B, Criterion XII states in part that, " Measures shall be established to assure that tools
. used in activities affecting quality are properly controlled, calibrated, and adjusted to maintain accuracy within necessary limits.
Illinois Power Company PSAR, Chapter 17.0, Section 17.1.12, states in part that, "Requirenents are specified which assure that the tools are adequately controllod....
so that accuracy is maintained within tl.e limits specified.
Contrary to the above, tne licensee failed to assure that all internal concrete vibrators used to consolidate concrete reet the 8,000 vibra-tions per minutt required by Illinois Power Company Construction Specifi-cation K-2944, Section 304.6 (f).
