PCOROWBNA NOTICE OF_ P ARTICIP tTION AS AN INTERESTED STATE t
The State cf Ca *cornia, by and through the State Energy Resources Conservation and Development Commission (hereinafter " California Energy Commission" or " CEC"), hereby submits notice that is intends to participate in the above-captioned proceeding as an interested state pursuant to Rule 2.715(c) of the U.S.
Nuclear Regulatory Commission's Rules of Practice.
Rule 2.715(c) provides as follcus:
"The presiding officer will afford a representative of an interested state which is not a party a reascnable opportunity to participate and to introduce evidence,
interrogate witnesses, and advise the Commission without requiring the representative to take a position with respect to the issues."

California's interest in this matter arises from the presence of the Rancho Seco facility within its borders and the use of the electricity generated at the facility by its citisens.
The state would be directly affected by any accident at Rancho.Seco or by any significant change in its operation.
The California Energy Commission is an appropriate representativo of California's interest in this matter because it is the state ency principally responsible for the regalation and malagement a
o f California's electrical energy resources.

It is the state agency charged with fore-casting the state's future energy supplies and demand, and it has exclusive state authority to licence new thermal electric power plants and related facilities.
(Cal. Pub. Resources Lode SS 25300 et seq. and 25500 et seq., respectively.)
Section 25219 of the California Public Resources Code authorizes the CEC to appear before agencies o f the federal government to address any matter within the scope of the powers and duties of the Commission.
In accordance with that section, on July 2, 1979, the CEC adopted the attached resolution authorizing its staff to participate in this proceeding.
The CEC does not presently wish to adopt a position on any specific issue in this proceeding.
However, it desires to fully participate in order to encure that a complete record is developed on these issues, and it reserves its right to express a positLon on any or all pertinent issues at a later date.
In addition to giving notice of its intended participation in this matter, the CEC hereby requests copies of all documents sub-mitted in this proceeding thus far and it further requests that all hearings cr other proceedings on this matter be held at or near Sacramento, California.
