This is in response to your letter of October 18, 1979 in which you requested, pursuant to the Freedom of Information Act, a copy of the winning technical proposal submitted by the Franklin Institute in response to contract solicitation NRC RFP No. RS-NRR-79-ll8 entitled " Review and Evaluation of Approximately 500 Pending Operator Reactors Licensing Actions."

Pursuant to a telephone conversation with Mr. Jacob H. Zamansky of my staff on November 16, 1979, you have agreed to accept a non-proprietary version of this proposal.
