SUBJECT:

REVIEW 0F DELEGATIONS OF AUTHORITY WITHIN NRC I have reviewed the report which I regard as a thorough study of how decisions are being made and what the current delegations are.

I regard this as a useful first step.

But I think something more is needed.

The study unfortunately disclaims any intention of getting at what I regard as the hard issues on the proper role of the Commission, the Executive Director for Operations and his relationship to the Commissioners and the line offices.

What we need now is a follow up analysis with some recommendations as to who ought to be responsible and accountable for future decisions.

I submit that we should attack the problem by first deciding how the decision-making process should operate and comparing it with how it is.

In this way, the major problem areas will surface.
