y.~.v...f PUBLIC SERVICE ELECTRIC & GAS C0FPANY AND ATLANTIC CITY ELECTRIC COBPANY HGPE CREEK GENERATING STATION, UNII 1 DOCKET NO. 50-354 ABENDfENT TO CONSTRUCTION PERMIT Construction Permit No. CPPR-120 Amendment No. 5 Pursuant to a Decision by the Atomic Safety and Licensing Appeal Board dated January 12, 1979, the Nuclear Regulatory Commission hereby issues Amendment No. 5 to Construction Permit No. CPPR-120 by adding Paragraphs 3.E(22) through 3.E(25) of CPPR-120 as follows:
(22 ) The applicants shall monitor all forms of liquified natural gas (LNG) and liquified petroleum gas (LPG) traffic on the Delaware River.
They shall also monitor those activities along the waterway which might lead to significant traffic of that kind in the future. A yearly report of actual LNG and LPG traffic projections for future traffic shall be made to the Cammission's staff. However, major changes in either actual or projected traffic, such as approval by the Federal Energy Regulatory Conmission of the proposed West Deptford Terminal, shall be reported within 30 days.

The applicants M all monitor existing and planned construction or facilities ic' or along the Delaware River, within the 24 ndle catchment dis-tance and report yearly to the Con.'ission's staff as to the existence or planned construction of additional rammable objects, mooring or docking sites, or any other facility that might cau:e a significant change in the probability of a flammable vapor cloud reaching the plant.
7902280150 (24) At intervals of not more than two years, the applicants shall submit to the staff a summary of LNG and LPG shipping experience, similar to that contained in Kalelkar Supplemental Testi-many, Appendix D.
To the extent possible, the data collected should be related to the various pertinent probability factors and their effect on those factors should be indicated.
This review should include the results of pertinent experimental programs and the development of new or existing analytical methods which might similarly be related to those f actors and the effect of their application on the probability factors considered in this case.
(25 )
In the event that the monitoring programs disclose a change or changes that might have a significant adverse effect on the flammable vapor cloud probability, the applicants should prepare and submit to whether the 1 x 10 gff an analysis of the Commission's st standard will be met. If it is not, the applicants should submit within three months a proposed method by which the changed circunstances will be countered to re-establish a sufficiently low probabil-ity factor.
Copies of all reports and proposals submitted by the appli-cants to the staff under Paragraphs 3.E(22) through 3.E(25) shall be sent to the Office of the Public Advocate of the State of New Jersey.
