Dear Mr. S tello:
By letter dated November 17, 1978, Mr. T. A. Ippolito of the Nuclear Regulatory Commissen. forwarded to P.ladelphia Electric Company a list of issues which the staff identified in the course of its review of the Physical Security Plan for Peach Bottom Station and requested our res,onse to the issues.
I am enclosing five copies of Philadelphia Electric Company's response to the items listed in the enclosure to Mr. Ippolito's letter.
I am also enclosing five copies of a revised cover page, revised pages 1-2, 5-1, 5-2, and 5-5 of the Security Plan, and revised drawings A-190 and A-191 which are to be inserted in the May, 1978, Security Plan,as revised.
Since the enclosed material contains information relating to the details of the physical security plan for a licensed facility, it is hereby requested that the documents transmitted herewith be withheld from public disclosure purst. ant to Section 2.790 of the Commission's regulations.
An affidavit in support of this request for withhold!.ng from public disclosure is attached hereto.

COUNTY OF PHILADELPHIA S. L. DALTROFF, being first duly sworn, deposes and states as follows:
1.
He is Vice President of Philadelphia Electric Company (hereinafter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has read the February, 1979, revisions to the Peach Bottom Security Plan, the document entitled " Response to Enclosure 1 to the November 17, 1978, Letter From the United States Nuclear Regulatory Commission (Mr. T. A. Ippolito) to Philadelphia Electric Company (Mr. E. J. Bradley)" and has reviewed revised drawings Nos. A-190 and A-191 (hereinafter co?.lectively referred to as "the Documents") and knows the contents thereof.

The Documents, which are sought to be withheld from public disclosure, contain details of the Physical Security Plan for Peach Bottom Atomic Power Station.
3.
To the best of his knowledge, information and belief, the information set forth in the Documents has been treated as confidential and proprietary information and has been withheld from public disclosure by the Company in accordance
with the Company's practice of treating all information dealing with the details of security procedures as confidential and proprietary information.
4.
The Documents should be considered by the Nuclear Regulatory Commission as confidential and proprietary information and be withheld from public disclosure on the grounds that they contain details of the physical security plans of a licensed facility, such disclosure is not required in the public interest, and such disclosure w]uld adversely affect the interest of Philadelphia Electric Company.
