Dear Mr. Ziemann:

A recent letter to you from-Mr. W.G. Counsil of Northeast Nuclear Energy Company (copy enclosed) mentions the " venting" of compacted spent fuel racks.

It is my understanding that problem with compacted racks has been caused by faulty construction, permitting water to interact with material inside the rack wall.

Could you explain if this is the problem that venting is designcd to alleviate, and if so, why such a band-aid solution has been adopted.
