The Quality Assurance Program described herein is generic and is intended to apply to all uniria-diated nuclear fuel and radioactive material shipping packages licensed by the Exxon t'uclear CCmpany, such as Reference (b), or used by Exxon Nuclear under the general license provisions of 10 CFR 7L.11 and 71.12.

This program, identified as XN-NF-439, Quality Assurance Program for nuclear Fuels Department Shipping Containers is responsive to cach of the 18 elements of Appendix E to 10 CFR 71 with respect to

TOPICAL Xti-NP-1 was developed in response to 10 CFR 50, g pendix n, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocasuing Plants and has been submitted to the tJuclear Regulatory Corwission as a Topical Report.

TOPICAL X11-1.T-1 pertaining to the use of unirradiated fuel shipping containers extends to those activities as they relate to changes or taodifications to existing designs already licensed.
As new containers of an already approved licensed design are purchased, requirements related to procurement, fabricaticn and inspection are applied to the complete shipping container against the specified design package.
Establishe.d codes and standards applicable in the use of shipping containers for the storace and shipeent of unirradiated nuclear fuel are identified in Appendix II to TOPICAL XII-NF-1.
There are no Quality Assurance standards, special codes, or regulatory guides that apply specifically to unirradiated fuel shipping containers.
The Quality Assurance program thus described is currently being implemented with respect to shipping container activities subsequent to December 1, 1977.
A copy of X';-!T-433 and TOPICAL Xti-UF-1 are enclosed.
