Dear Mr. Campbell:

We have received the Office of Personnel Management's tentative Senior Executive Service (SES) and non-SES supergrade position allocations.

These allocations should be sufficient to meet the Agency's immediate needs.

We appreciate the cooperation that your staff has provided in the first phase of this exercise.

We understand the difficulties associated with the start up of a program that requires so vast a change as the SES does government-wide.

As I am sure you realize, the f1RC is constantly looking for highly qualified scientists and engineers in the universities and national laboratories to fill executive level positions where there is a critical need for their expertise.

fiormally, these people take a leave of absence from their posts and will only agree to remain at the fluclear Regulatory Commission for relatively short periods. The Office of Personnel Manage-ment's tentative allocation of seven non-career SES appointments con-siderably restricts the Nuclear Regulatory Commission's ability to attract such personnel. Given the contribution these individuals make to the fiRC, it is necessary that we retain the flexibility to employ these skills as the opportunity arises. Therefore, as your staff reviews non-career authorities, we request that full consideration be given to our previous request for 22 of these appointing authorities.

Any relief that could be provided to the fluclear Regulatory Commission would be sincerely appreciated.
